Information Exchange in Science and Technology
between the European Research Area and Eastern Europe/Central Asia/South Caucasus

incrEAST is an information platform designed to:
  • help intensify international cooperation in science and technology between the European Union and the countries of Eastern Europe, Central Asia and South Caucasus,
  • facilitate the networking of research organisations, policy stakeholders and individuals from these regions, and
  • promote scientific and research policy dialogue between countries of the target regions and EU Member States.

incrEAST provides:

  • detailed and up-to-date information about the political development of research and technology in Eastern Europe, Central Asia and South Caucasus,
  • information about collaborative projects, programmes and partner organisations, as well as about potential Host Institutions in Eastern Europe, Central Asia and South Caucasus for EU researchers, and
  • contact information for local experts.

The platform is geared towards researchers, developers and scientists who are interested in carrying out cross-border research projects, gaining experience in cooperating with the European Union, and conducting further research on the results of joint projects. incrEAST is also aimed at decision-makers in politics and in the private sector.

IncrEAST was initiated and is run by the EU FP7 funded projects IncoNet EECA (Eastern Europe/Central Asia) and IncoNet CA/SC (Central Asia/South Caucasus). Regional correpondents from these projects – experts for the science landscapes and research policies of their countries – regularly update the information provided here. In addition, the Central Information Office of both IncoNets has developed close links with other EU-EECA cooperation projects, which regularly contribute their expertise to this portal.

MEDEO - Methods and Tools for dual access to the EO databases of the EU and Russia

This month, instead of a database itsself, we present a project that tackles the technical barriers for the joint use of Earth Observation data. In particularly, the project aims to structure and make publically available internal data format used in the Resurs satellite system, develop mathematical methods for data conversion and several software toolboxes enabling independent EO service providers and GIS developers to access to and use both European and Russian EO datasets from a single application, and develop the web interface for the collections of the Resurs satellite data, thus enabling access to and efficient search for EO images.
