    Lane Kirkland Scholarships, Poland, Academic Year 2018-2019

    The Program is addressed to young leaders from Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia and Ukraine, holding Master’s (or equivalent) university degrees, who are determined to be actively involved in the development of democracy, economy and civil society in their countries and the region. The program includes two semesters of study at Polish universities (in Warszawa, Kraków, Wrocław, Poznań and Lublin) and two or more weeks professional internships in public and private institutions.

    Scholarship Program for Young Scholars from Russia, Eastern Partnership and Central Asian countries

    The Polish Scholarship Program for Young Scholars was started in 2003 and is addressed to candidates from Russia, Ukraine, Belarus, Moldova, Central Asia and the Caucasus. Each year, 70 scholarship students take part. They are students with a university diploma (bachelor or master), preferably in the humanities, who improve their qualifications during a 9-month apprenticeship at any one of the best schools of higher education in Poland. Total duration of the internship and the preparatory course of Polish language is 10 months.

    SEnECA – New project aims to strengthen EU-Central Asia relations

    While they are situated thousands of kilometres apart and characterised by different political values, Central Asia and the European Union have become important partners.     IncoNet Central Asia project concludes its activities

    The IncoNet CA project has recently been completed. It aimed to support the bi-regional STI (Science, Technology, and Innovation) policy dialogue between the EU Member States/Associated Countries and Central Asia. The project's focus was on three Societal Challenges that had been identified to be of mutual interest, namely: Climate Change, Energy and Health. With three successful EU-Central Asia Policy Stakeholders' Conferences, a Policy Mix Peer Review of the scientific system in Kyrgyzstan, capacity building activities and grant schemes, the IncoNet CA project played a vital role in promoting EU-Central Asia STI cooperation.

    Conclusions of EU-Central Asia Policy Stakeholders Conference on 'Health' published

    On 16-17 May 2016, an EU-Central Asia Policy Stakeholders Conference (PSC) on 'Health' took place in Warsaw. The event was organised by the EU-funded IncoNet CA project as the third in a series of similar policy dialogue platforms. Earlier PSCs had tackled 'Climate Change' and 'Energy' issues. The aim of the latest conference was to take stock and showcase best practices regarding EU-CA scientific cooperation, discuss concrete innovation cooperation projects, and promote international collaboration, networking, and matchmaking. A new brochure sums up the discussions and presents the results of the event.

    Regional ISTC/BACAC Capacity Building Training Seminar on CCHFV, Zika virus and Ebola

    The training seminar on biosafety and biosecurity is jointly organised by ISTC and BACAC. It is aimed to train specialists, including young professionals, who work with particularly dangerous pathogens in BACAC member countries. The focus will be on especially dangerous infections such as Crimean Congo Hemorrhagic Fever (CCHF), Zika virus and Ebola. Training sessions will include practical exercises and lectures by leading experts from BACAC, UK and WHO. The event adresses specialists from all BACAC member and neighbouring countries (including Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan).

    Success Story: The EU-Central AsiaTwinning Grants

    Twinning has a long tradition in Europe as an efficient instrument in the capacity building process. It was successfully used in the building of the governmental capacities in the New Member States and afterwards it was inherited in many other areas (governmental institutions, municipal organisations, universities, schools etc.). Furthermore many FP7 NCP projects use twinning as an instrument to build capacities in other countries. The IncoNet CA consortium used this instrument to enhance EU-Central Asia S&T cooperation and to increase capacities on both sides.

    AuthorAID is a free international research community based at INASP.     The incrEAST Country Reports are currently being updated. New data for Kazakhstan, Tajikistan and Uzbekistan are now online, updates for more countries are expected soon. The country reports for Armenia and Ukraine have already been updated in 2016. incrEAST Country Reports provide detailed information about the scientific landscape, research structure, STI policies and international cooperation activities of 12 countries in Eastern Europe, the South Caucasus and Central Asia.

    5-Day Scientific Writing Workshop for Young Researchers from Central Asia – focus: Water Resources Management

    The OSCE Office in Tajikistan in cooperation with the German Kazakh University (GKU) in Kazakhstan will organise a 5-days scientific writing course with a focus on water resources management issues for the most talented researchers and academics from Central Asia and Afghanistan. The training course will take place in Dushanbe, Tajikistan on 3-7 October 2016. OSCE will cover the travel costs and will provide a per diem for the course participants while GKU disseminate the Call and participate in their selection for the workshop.

    Call for Applications: Scholarships for Doctoral Students from the Caucasus and Central Asia

    CIFE and the Institut für Europäische Politik (IEP) start the PhD Support Programme 'The EU, Central Asia and the Caucasus in the International System' (EUCACIS). Funded by the Volkswagen Foundation and the Erasmus+ programme, the EUCACIS PhD Support Programme offers scholarships of 300 Euro per month for three years and a travel grant of up to 500 Euro for field research to excellent postgraduates who are working on a doctoral thesis in political science, contemporary history or economics on a topic related to the programme’s thematic focus at a university or academy of sciences in the Southern Caucasus or the wider Central Asia.

    The Newton – Al-Farabi Partnership Programme has awarded funding to support several upcoming workshops as part of the British Council’s Researcher Links Programme.     The Critical Ecosystem Partnership Fund (CEPF) is a joint programme of l'Agence Française de Développement, Conservation International (CI), the European Union, the Global Environment Facility, the Government of Japan, the MacArthur Foundation, and the World Bank. Now CEPF is soliciting proposals from highly qualified organisations or teams to prepare the Ecosystem Profile for the Mountains of Central Asia Biodiversity Hotspot.     The Industry Academia Partnership Programme (IAPP) aims to support Kazakh universities in improving their engineering education and research output through partnership with industry and UK stakeholders.     EU and Kazakhstan sign Enhanced Partnership and Cooperation Agreement

    Federica Mogherini, High Representative for Foreign and Security Policy/Vice-President of the European Commission and her counterpart, Erlan Idrissov, Minister of Foreign Affairs of the Republic of Kazakhstan, have signed the 'EU-Kazakhstan Enhanced Partnership and Cooperation Agreement' in Astana on 21 December 2015. The Agreement will reinforce cooperation in some 29 key policy areas, including energy, environment and climate change, education and research.The new Agreement will replace the Partnership and Cooperation Agreement that has been in force since 1999.     Presidents Poroshenko and Nazarbayev sign Ukraine-Kazakhstan Action Plan for 2015-2017

    On October 8-9, 2015, at the invitation of President of the Republic of Kazakhstan N.A. Nazarbayev, President of Ukraine P.O. Poroshenko made an official visit to the Republic of Kazakhstan. The Presidents of Ukraine and Kazakhstan expressed willingness to further deepen Ukrainian-Kazakh relations in political, trade-economic, scientific-technical, cultural, humanitarian and other spheres. Following the summit talks, the Ukraine-Kazakhstan Action Plan for 2015-2017 ('Roadmap - 5') was signed. It identifies the key vectors of bilateral cooperation for the near future.

    Cristina Russo and Asset Issekeshev speak at EU-Kazakhstan Cooperation Workshop in Astana

    On 2 October 2015, Asset Issekeshev, Minister of Investments and Development of the Republic of Kazakhstan, and Cristina Russo, Director for International Cooperation at the Directorate-General for Research and Innovation of the European Commission, participated in the 'EU-Kazakhstan: Innovation through Cooperation' workshop in Astana, Kazakhstan, co-funded by the European Union and Kazakhstan, and attended by more than 60 representatives from Central Asian countries and EU member states.     Nürtingen-Geislingen University now coordinates German Agricultural Centres in Kazakhstan and Ukraine

    Since the beginning of this year, the University of Economics and Environment, Nürtingen Geislingen (HfWU) has been running the German Agricultural Centres (DAZ) in Ukraine and Kazakhstan, which were founded in 2009 and 2011 respectively. The agricultural centers are training, demonstration and research institutions which contribute to the modernisation of agriculture in these countries. The centres are supported by a group of leading European companies from the agricultural sector. They are financially supported by the German Federal Ministry of Food and Agriculture (BMEL).

    Kazakhstan-UK: The 'Newton – Al-Farabi Partnership Programme' supports capacity building, people exchange and joint centres

    The Newton Fund is part of the UK’s official development assistance. Its aim is to develop science and innovation partnerships that promote the economic development and welfare of developing countries. The 'Newton – Al-Farabi Partnership Programme' is a five-year, £20 million joint programme launched in 2014 by the UK Government and the Government of the Republic of Kazakhstan. The programme will initially support capacity building, people exchange and joint centres.     Participation of EaP and CA researchers in the SET-Plan Conference and official visit to the ENEA Research Centre

One of the projects' tasks is to collaborate with EU Innovation Platforms.     Analysing Kazakhstan's Deepening Ties with Europe

    In an article for the 'Central Asia-Caucasus Analyst' Nicklas Norling, Research Fellow at the Central Asia-Caucasus Institute, has a closer look at the new enhanced Partnership and Cooperation Agreement between the EU and Kazakhstan. According to Norling the EU is still underestimating Kazakhstan' role as a key oil supplier to Europe and one of the most important sources of energy diversification. He also points out that Kazakhstan is among the most economically EU-oriented post-Soviet states and one of only three whose trade with the EU is growing relative to that with other countries.

    Newton – Al-Farabi Partnership Programme

    The Newton – Al-Farabi Partnership Programme is a five-year, £20 million joint programme launched in 2014 by the UK Government and the Government of the Republic of Kazakhstan. Each side will provide equal funding. The programme forms part of the Newton Fund, a £375 million fund administered by the UK’s Department for Business, Innovation and Skills. The Newton Fund is part of the UK’s Official Development Assistance (ODA) commitment. Through the Fund, the UK will use its strength in research and innovation to promote the economic development and social welfare of partner countries.

    FIBAA is a European, internationally oriented agency for quality assurance and quality development in higher education. In June 2014, the Kazakh Ministry of Education and Science decided to include FIBAA to the National Register of Accreditation Agencies. FIBAA's decisions on accreditation of study programmes at Kazakh Higher Education Institutions (HEIs) are thus recognised by the Ministry. The listing of foreign accreditation agencies in the Kazakh national register is valid for five years. FIBAA is now qualified to conduct programme accreditation procedures in Kazakhstan until June 2019.

    Summer Academy on EU Legislation in Russian language for Law Students from Russia and Kazakhstan

    The Wismar University of Technology, Business and Design  recently hosted a Summer Academy on the basics of the common legislation of the EU Member States. 'Common legislation is also of interest for the countries of the former Soviet Union, not only against the backdrop of the need to build their own legal systems , but also concerning the goal to harmonise law in growing economies,' says Dr. Jur. Habil. Hans-Joachim Schramm, who teaches at the Faculty of Economics. The students came from the renowned Pambouka Institute in Moscow and the Al-Farabi University in Almaty. For most of them it was their first visit to Western Europe.

    Regional Training for Central Asian NCPs held in Istanbul

    A training activity for National Contact Points (NCPs) in Central Asian countries was organised by TÜBİTAK in Istanbul on 12-13 March 2014 under Task 4.3 'Promotion of Horizon2020' of the IncoNet CA Project. 14 NCPs from 5 Central Asian countries (Kazakhstan, Tajikistan, Uzbekistan, Turkmenisatan and Kyrgyzistan) and 4 trainers attended the event. Representatives of experienced EU MS/AC NCPs gave presentations about the role of National Contact Points within 'Horizon2020', the EU's current framework programme for research and innovation. Active participation of the trainees were promoted by organising group activities.

    Horizon 2020, the new Framework Programme of the European Union on research and innovation for 2014-2020 has for the first time been introduced to researchers, innovators and SME representatives of Kazakhstan. The frst information days on Horizon 2020 took place in Kazakhstan on January 27 in Almaty at the Kazakh National University named after Al-Farabi, and on January 29 in Astana at the Kazakh Agrotechnology University named after Seifullin.     Grant Scheme to facilitate the Participation of Eastern Partnership and Central Asian Countries in EU Brokerage Events

    This grant scheme will financially support the participation of local researchers from Eastern Partnership and Central Asian countries in large-scale brokerage events and other similar activities related to Horizon2020 in the EU Members States or Associated Countries. The thematic priorities of the call are the three Societal Challenges, targeted by the project, namely Health, Energy and Climate Change. There will be approximately 6-9 grants (2000-3000 EUR per grant) per country.

    Access to finance in the agricultural sectors of Eastern Europe and Central Asia

    Russia, Ukraine and Kazakhstan are among the world’s major wheat exporters. Their agricultural output can make a considerable contribution to domestic economic development and global food security. The RUK countries, however, will only be able to fully exploit the potential for increasing yields with adequate access to finance in the agricultural sector. An agricultural-policy expert panel at the Global Forum for Food and Agriculture on 18 January 2024 provided a platform for high-profile participants from politics, academia and business to discuss funding options for various farming structures in Eastern European and Central Asian countries.

    Policy Mix Review Report for Kazakhstan

    The present Peer Review exercise regarding the Science and Technology Policy Mix of Kazakhstan was part of the FP7 Coordination and Support Action IncoNet EECA (S&T International Cooperation Network for Eastern European and Central Asian Countries). In particular, the exercise was launched following a letter from Minister Asset Issekeshev expressing his interest to include Kazakhstan in the pilot action on Science and Technology (S&T) Policy Mix Peer Review of Research Systems to be carried out in the context of IncoNet EECA.     Kazakh President Nursultan Nazarbayev discusses STI cooperation with Europe in Vienna

    Last week the Kazakh President Nursultan Nazarbaryev visited Europe. During his official visit to Vienna, the president met with experts from the European Union to discuss the results of the S&T Policy Mix Peer Review for Kazakhstan, which the country had commissioned earlier this year and which was conducted in the frame of the recently completed IncoNet EECA project. Both sides expressed their interest in intensifying EU-Kazakh cooperation in science, technology and innovation.

    The Ministry of the Education and Science of the Republic of Kazakhstan is implementing a "Coordination Board on cooperation with the European Union Framework Programmes on research, technology development and innovation”.     III Astana Economic Forum took place in the Palace of Independence in the beginning of July

    The forum was attended by over 2000 representatives of business and political areas from more than fifty countries. For the first time this year V Innovation Congress became a part of the Forum’s program, and the main theme there was the "The model of efficient and well functioning national innovation system is the basis of economic recovery in post-crisis period."

    The regular meeting of the council of the NATO’s Virtual Silk Road project took place on 1st October 2008 in Tashkent. The event has been organized by the Academy of Sciences of the Republic of Uzbekistan and NATO Science Committee. Specialists, experts and scholars from Uzbekistan, Russia, Kazakhstan, Turkmenistan, Tajikistan, Kyrgyzstan, Azerbaijan, Germany, Belgium, Poland, Britain, the Netherlands, Belarus, Norway, Hungary, Turkey and Armenia took part in the session.
