Within the framework of the Platform for Cooperation between the European Union and Central Asia on environmental protection and water resources a regional training workshop "Environmental Impact Assessment and Strategic Environmental Assessment" will be held in Almaty on 23-24 April.
Environmental Impact Assessment (EIA) is an efficient tool for the prevention of adverse effects on the environment while planning economic activities. Since 1960s, EIA is being implemented as part of the decision-making process in many countries. In recent years, the EIA has acquired the status of a legislative act. EIA helps managers in making decisions to integrate environmental values and views of the public and, therefore, prevents the ecological and social conflicts. EIA also serves as a practical tool for the harmonization of transboundary issues related to environmental protection. Strategic Environmental Assessment (SEA) is a tool for prediction and prevention of environmental impacts while planning. EIA is being used for specific projects and SEA is used to evaluate programmes and policies.
In Central Asia, the EIA procedures are applied in accordance with the national legislation on environmental assessment. There is the need to increase capacity of national experts as well as to improve procedures and standards for more effective implementation of EIA in Central Asia.
During the upcoming training-seminar project experts will share their experiences and practices of the European Union on the use of EIA and SEA for environmental protection and sustainable development with representatives of ministries and non-governmental organizations and national experts from Central Asian states. Representatives of international organizations and media will also attend the workshop.
