    'Life Science Talk' at German Embassy in Moscow

    The 'Life Science Talk' was held in Moscow on 21 February 2024 by the German Embassy, together with the German Science and Innovation House (DWIH), the Helmholtz Association and the companies Bayer and Merck. Over 200 guests attended the event. The aim was to present successful models of cooperation between science and industry in Germany and Russia and trigger new partnerships.

    Lane Kirkland Scholarships, Poland, Academic Year 2018-2019

    The Program is addressed to young leaders from Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia and Ukraine, holding Master’s (or equivalent) university degrees, who are determined to be actively involved in the development of democracy, economy and civil society in their countries and the region.     Scholarship Program for Young Scholars from Russia, Eastern Partnership and Central Asian countries

    The Polish Scholarship Program for Young Scholars was started in 2003 and is addressed to candidates from Russia, Ukraine, Belarus, Moldova, Central Asia and the Caucasus. Each year, 70 scholarship students take part. They are students with a university diploma (bachelor or master), preferably in the humanities, who improve their qualifications during a 9-month apprenticeship at any one of the best schools of higher education in Poland. Total duration of the internship and the preparatory course of Polish language is 10 months.

    Success Story: 28 'Science & Technology' projects funded under the ERA.Net RUS Plus Call 2017

    The ERA.Net RUS Plus Group of Funding Parties selected 28 'Science & Technology' projects with a financial volume of EUR 11 million for funding. The Joint Call Secretariat (JCS) again received more than 200 project proposals. With this huge response, the largest geographical ERA.NET and flagship initiative in the EU-Russia science cooperation continues its success story of Joint Calls under the ERA.Net RUS and ERA.Net RUS Plus flag.

    ERA.Net RUS Plus Call 2017 for S&T; Projects closed – Call for Innovation Projects to open soon!

    The funding line 'Science & Technology' of the ERA.Net RUS Plus Call 2017 closed on 4 July 2017. Researchers from Russia and Europe had been invited to submit their ideas for a joint research project in nanotechnology, health, environment/climate change, humanities/social sciences, or robotics. A call for proposals for Russian-European innovation projects is expected to open on 20 July 2017. The new calls follow the huge success of a similar support measure implemented in 2014-2016 that resulted in the funding of 18 'Innovation' and 45 'Science & Technology' projects.

    Skoltech and German Aerospace Center sign Cooperation Agreement

    On 13 June 2016, the Skolkovo Institute of Science and Technology (Skoltech) and the German Aerospace Center (DLR) signed an agreement to strengthen their scientific cooperation. The cooperation extends over a wide range of research fields, from material research via life sciences to climate research, space law and planetary research. Intended are the planning and implementation of joint scientific projects, but also exchange programmes for scientists, students and doctoral candidates. The Framework Agreement also enables the exchange of scientific data and the organisation of joint symposia and workshops.

    First BRICS Conference on Photonics held in Russia

    The first BRICS Conference on Photonics was opened on 30 May 2023 at Skoltech, the Skolkovo Institute of Science and Technology. The conference was organised in line with the Moscow Declaration and Action Plan adopted at the III BRICS Science, Technology and Innovation Ministerial Meeting on the 28th of October 2015. The new initiative on cooperation on Photonics was included with India and Russia as coordinating countries.     New Russian-German Cooperation on Magnetic Hybrid Materials

    At the beginning of March 2016, a German-Russian research cooperation in engineering, funded by the DFG, is being launched for the first time. For a period of presumably six years, three German and four Russian research groups will jointly enter uncharted territory in the field of magnetic hybrid materials. In Germany, two research groups at TU Dresden and one group at TU Ilmenau will participate. Their undertaking is financially supported by DFG funds. In Russia, universities in Yekaterinburg, Moscow and Perm will partake in the programme, financed by the Russian funding institution RFFI (Russian Foundation for Basic Research – RFBR).

    Sumforest Call for 'Sustainable Forests for the Society of the Future'

    The FP7 funded ERA-NET Sumforest has launched a call for transnational collaborative research projects. It focuses on basic and applied research to inform policy decisions and also addresses research issues spanning the whole value chain from forest management to product and service development. Proposals are expected to be transnational, and innovative forms of cooperation are encouraged. Belarus and Russia are involved as funding partners, thus the call is open to participation from Belarus and Russia. Consortia may also include partners from other non-EU countries, but they will have to cover their own expenses.

    CREMLIN project now online

    The CREMLIN project ('Connecting Russian and European Measures for Large-scale Research Infrastructures') aims to create stronger links between European and Russian research institutions in the area of large-scale facilities and enable a more intensive STI cooperation, both at a scientific level and at a research policy level. While Russia participates in European research facilities such as the European XFEL, FAIR, ESRF or the LHC experiments at CERN, CREMLIN should also support EU scientists to become more engaged in major Russian projects.     Russian Parliament discusses plans to fight brain drain

    As University World News report, the Russian Duma is to draw up proposals to impose restrictions on the employment of graduates of national universities abroad, with the aim of preventing further brain drain out of the country. It is planned that these restrictions will mainly involve imposing financial sanctions on graduates of Russian universities who studied at state-funded Russian colleges and universities and did not pay for their education. Data from the Russian Ministry of Education and Science suggests that about 15% of graduates of Russian universities find a job abroad each year.

    Russia to increase fundamental research financing to $2 billion in 2016

    As Russian news agency TASS reports, the Russian Government will scale up fundamental research financing to 135 bln rubles ($2 bln) in 2016, Prime Minister Dmitry Medvedev said on 10 December at the ceremony of granting 'Cabinet Awards in Science and Technology 2015'. According to Dmitry Medvedev, it is impossible to support a strong and efficient economy without achievements in the field of science and technology.

    Russian version of Networking Guide for International R&D; Projects

    The first edtion of this Networking Guide has widely been used by researchers not only from Russia, but also from other countries in Eastern Europe, in the EU and worldwide.     BILAT-RUS Advanced Project completes its Activities

    The project comprised 16 partners from the EU Member States and Russia, who collaborated to enhance the bilateral science, technology and innovation partnership between the Russian Federation and the EU Member States and Associated Countries. The project was coordinated by the DLR Project Management Agency, a part of the German Aerospace Center, and financed under the European Union’s 7th Framework Programme. BILAT-RUS Advanced was also entrusted with the coordination of activities within the 'EU-Russia Year of Science, Technology and Innovation 2014'. The main project outcomes are available on the BILAT-RUS Advanced website.

    The NORRUSS programme will contribute to the knowledge-building in Norway on Russia and on the High North.     CREMLIN project kicked-off with Opening Conference in Moscow

    The Opening Conference and kick-off meeting of the Horizon 2020 CREMLIN project is being held on 6-7 October 2015 at the National Research Center Kurchatov Institute in Moscow.     ERA.Net Plus with Russia publishes lists of Funded Projects 2015

    The ERA.Net RUS Plus Group of Funding Parties  has selected 18 'Innovation' and 45 'Science & Technology' projects to be funded with a national financial volume of EUR 20 million including a topping-up from the EU of EUR 3.5 million. The Joint Call Secretariat received almost 300 project proposals, a huge response to the 2014 Joint Call, making ERA.Net RUS Plus the largest geographical ERA.NET and a flagship of EU-Russia science cooperation.

    European Parliament emphasizes the need to promote cooperation with Russian researchers

    In a resolution on the state of EU-Russia relations adopted on 10 June 2015, the European Parilament 'underlines the need to promote, as much as possible, people-to-people contacts and to maintain, despite the current state of relations, strong dialogue and cooperation between EU and Russian students and researchers'.     Russian science minister Livanov announces support for research in 'promising areas of multilateral cooperation' under Horizon 2020

    In an interview with weekly science magazine 'nature', Dmitry Livanov said that the government is planning support for researchers in potential areas of international collaboration under Horizon 2020. Like other industrialised countries and emerging economies Russia is not eligible for funding from the European Commission. Livanov announced a scheme to support Russian researchers’ participation in Horizon 2020 for next year. The minister specifically mentioned 'Future Emerging Technologies and ERA-NET projects' as areas of cooperation.

    Russia invites China to participate in the construction of hybrid nuclear reactor

    Russia is developing a hybrid nuclear reactor that uses both nuclear fusion and fission, according to Mikhail Kovalchuk, Director of the National Research Center 'Kurchatov Institute', and Corresponding Member of the Russian Academy of Sciences (RAS). He added that the project is open for international collaboration, particularly from Chinese scientists. The new hybrid nuclear reactor will use a fusion reaction as a source of neutrons to initiate a fission reaction in a 'blanket' of traditional nuclear fuel. The approach is supposed to have a number of potential benefits in terms of safety, non-proliferation and the cost of generated energy.

    Since 2005 the EU and Russia have committed to creating a 'Common Space on Research, Education and Culture'. An article on the web portal of the European Commission highlights the role of ERA.Net RUS and BILAT-RUS in developing this 'Common Space'. While BILAT-RUS promoted the Science & Technology (S&T) potential between Russia, the EU, Candidate Countries and other Associated Countries, ERA.Net RUS focused more on enhancing the joint funding mechanism.     In September 2014, first 33 Russian and international students commenced their studies in the framework of 2-year English-language Master’s Programme 'Governance of Science, Technology, and Innovation' recently launched by HSE ISSEK.

    Second Round of Support Allocation to Russian Innovative Territorial Clusters

    On June 9th, 2014, the Russian Ministry of Economic Development announced the second round of allocating support to innovative territorial clusters. Starting from this year onwards, federal subsidies will increase to 2.5 billion roubles, and all 25 Russian pilot clusters will be eligible for this funding.

    German-Russian Institute of Advanced Technology (GRIAT) opened in Kazan

    On 2 September 2023 the 'German-Russian Institute of Advanced Technologies' (GRIAT) opened in Kazan, the capital of the Russian Autonomous Republic of Tatarstan. GRIAT is supported by the German Academic Exchange Service (DAAD) and the Republic of Tartastan in the framework of a project of the same name, aiming to establish study programmes in engineering at the Kazan State Technical Research University (KNRTU) according to German standards.

    Summer Academy on EU Legislation in Russian language for Law Students from Russia and Kazakhstan

    The Wismar University of Technology, Business and Design  recently hosted a Summer Academy on the basics of the common legislation of the EU Member States. 'Common legislation is also of interest for the countries of the former Soviet Union, not only against the backdrop of the need to build their own legal systems , but also concerning the goal to harmonise law in growing economies,' says Dr. Jur. Habil. Hans-Joachim Schramm, who teaches at the Faculty of Economics. The students came from the renowned Pambouka Institute in Moscow and the Al-Farabi University in Almaty. For most of them it was their first visit to Western Europe.

They were originally designed in the early 2000s in Europe and then, following their successful application, adopted in Russia.     First English language Scholarly Journal on Economics launched in Russia

    The Financial University under the Government of the Russian Federation has recently launched the first English-language academic journal on business and economics published in Russia: 'ROBES – Review of Business and Economics Studies'. ROBES is a peer-reviewed scholarly international journal, published in English with Russian abstracts. The journal’s mission is to provide scientific perspective on wide range of topical economic and business subjects. The choice of topics for this quarterly publication is based on discussion between editorial board members, formed by renowned academics and practitioners from Russia, USA, Europe and Asia.

    Russian-German Science Slam 2013 – deadline extended to 4 August

    Academic competition, entertaining presentations: Six young scientists from Germany and six from Russia will have no more than ten minutes time to present their current research results to an enthusiastic audience. Anything goes, whether common presentation techniques or expressive dance, whether free speech or experiments on the stage. The organisers invite young scientists from every discipline to apply for participation in the science slam in September.     The Russian State Duma will consider the bill on a reform of the Russian Academy of Sciences (RAS) in a third reading scheduled for autumn 2013. On 5 July the lower house of the Russian parliament passed the bill to reform the Russian Academy of Sciences, with 344 deputies out of 450 supporting the document in its second reading.

    Reform of Russian Academy of Sciences under debate

    A month after the election of Vladimir Fortov as president of the Russian Academy of Sciences (RAS), Russsia's science minister Dmitry Livanov announced a draft law that would merge RAS with two other science academies, strip it of control of its real estate holdings, and abolish the distinction between full-fledged academicians and scientists of a lower rank.     Russian and Dutch research centres agree upon establishing persistent high-bandwidth connectivity

    The Skolkovo Institute of Science and Technology and SURFnet, one of the leading research network operators in the world, based in the Netherlands, signed a Letter of Intent to establish a persistent high-speed connection between the research centres. The network will link Skoltech in Russia to NetherLight in Amsterdam and is intended to support highly data-intensive collaboration projects between Dutch and Russian scientists and academics.

    A meeting between the presidents of the G8 national academies and the science ministers took place at the Royal Society in London on 12 June 2013. Its purpose was to discuss those global challenges that demand a scientific response.     The new web portal serves a a single access point for 14 current bilateral STI cooperation projects funded by the EU. In addition to information about the projects, including BILAT-RUS-Advanced and BILAT-UKR*AINA, the new portal offers a database on funding opportunities in Third Countries worldwide that are also open to European researchers. For Ukraine there are no programmes listed yet, but the database content will be updated continually.

    Overview of EU-Russia R&D; and Innovation Cooperation

    A foresight exercise conducted by the EU funded ERA.Net RUS Project prepared structural and thematic scenarios for R&D and innovation cooperation between EU Member States/ Associated Countries and Russia. The term structural scenario refers to institutional solutions and instruments (e.g. funding programmes) for the cooperation, whereas the term thematic scenario refers to relevant thematic priorities for the cooperation. The foresight and the resulting scenarios are meant to provide a basis for a sustainable joint funding programme between EU MS/AC and Russia. The related document was recently published.

    German-Russian cooperation aims to improve the production of high-performance optics

    Optics made of silicon carbide will soon take over the tasks of mirrors made of metal and glass ceramic in lasers used for material processing, semiconductor or measurement technology and in space satellites. However, the processing of the optical element is still very time consuming and expensive. The Russian-German research project 'Ceramics4Optics' therefore aims to develop new ceramic composites and suitable manufacturing processes that can produce faster, cheaper and better high-precision optics.

    Access to finance in the agricultural sectors of Eastern Europe and Central Asia

    Russia, Ukraine and Kazakhstan are among the world’s major wheat exporters. Their agricultural output can make a considerable contribution to domestic economic development and global food security. The RUK countries, however, will only be able to fully exploit the potential for increasing yields with adequate access to finance in the agricultural sector.     Knowledge Transfer: The New Core Responsibility of Higher Education Institutions - Practice and Perspectives in Russia and Germany

    The German-Russian academic year 2012/2013 offered an outstanding opportunity to discuss German-Russian academic collaboration. 120 participants from Germany and Russia met in April 2012 for a symposium on knowledge transfer. The contributions in this new publication shed a light on the aspects of knowledge transfer discussed at the conference. They cover the economic relevance of the Higher Education Institutions for the regional innovation process as well as the strategic role of knowledge transfer back from economy and society to the universities.

    Russia's STI chances and challenges according to OECD Science and Innovation Report 2012

    Business spending on research and development has been hit hard by the economic crisis, with nearly all OECD countries seeing a fall in investment which could impact innovation and long-term growth, according to OECD Science, Technology and Industry Outlook 2012.     New document: FP7 2013 Work Programmes - Opportunities for Russia

    The linked document provides an introduction into the 2013 Work Programmes of FP7 and into the specific opportunties they offer for Russian participants. The Work Programme in total foresees actions of over EUR 9.4 billion. All areas of FP7 are open to the participation of Russian researchers and/or research organisations. Russia has the status of an International Cooperation Partner Country (ICPC) and Russian partners can get funding from the Commission on the same terms & conditions as participants from MS & AC (except for EURATOM for which a different set of rules applies).

    New document: Good practice instruments and barriers for successful EU-Russia S&T; cooperation

    This document, which was compiled by the BILAT-RUS project, provides an overview of bilateral funding programmes for research, development and innovation (RDI) between selected EU Member States, countries associated to FP7 and Russia. The report is structured in an overview of cooperation and funding programmes per country, including statistics.     BP, Skolkovo Foundation, Boreskov Institute and Imperial College London to work together on Energy Efficiency Research Programme

    BP Russia and the Skolkovo Foundation announced an agreement to set up a major research collaboration with Russia’s Boreskov Institute of Catalysis (Novosibirsk) and Imperial College London.     On November 8, Russian President Dmitry Medvedev and German Chancellor Angela Merkel launched the Nord Stream gas pipeline, starting delivery of Russian natural gas to Germany bypassing existing transit countries. The ceremony to open the symbolic white tap of the gas pipeline in the town of Lubmin in northern Germany was also attended by Dutch Prime Minister Mark Rutte and French Prime Minister Francois Fillon.

    Strengthening EU access to Russian national funding programmes

    ACCESSRU is one of 11 Access4.EU projects that examine the accessibility of third country RTDI programmes for EU researchers. As the EU's Research Framework Programme is generally open to third countries, in turn, the EU's agreements on S&T; cooperation with these countries require them to open their national programmes to EU researchers.     The proposals to develop two new scientific programs of the Union State of Belarus and Russia are approved by Belarus

    By the Regulations of 16 December 2023 No.1953 and of 19 December 2023 №1981 the Council of Ministers of the Republic of Belarus approved a proposal on development of the scientific and technical program of the Union State "Increase of food manufactures efficiency due to the wastes processing on the basis of progressive technologies and technique” and a draft of the scientific and technical program "Development of a series of integral chips and semi-conductor devices for the equipment having special functions and double application".

    Digest “Nanotechnologies in the World - 2009”

    The first Digest “Nanotechnologies in the World - 2009” was published by the Russian Corporation of Nanotechnologies (RUSNANO). The digest consists of 3 major parts: the “Business” section is devoted to commercial use of nanotechnologies and state innovation policy. The “Science” section is devoted to R&D.; The third session “Society” is devoted to education, public discussions, as well as safety of nanoproducts. The Digest contains a calendar of events for the coming half a year.

    Presidents of EurAsEC (Eurasian Economic Community) member states decided to create International Center of High Technologies

    At the last meeting of the heads of EurAsEC member states in Moscow on 4 February it was decided to create International Center of High Technologies. According to the experts, the activities of the future Center should be aimed at joint development and realization of S&T; programs and innovative projects that has to support creation of the EurAsEC common research area and attract a wide range of scientists and experts.

    Guidance for Russian Participants in the Seventh EU Framework Programme for Research and Technological Development (FP7)

    Under FP6 project RegionERA (Project title: Regional Network for Support of Scientific and Technological Co-operation between European Union and Russian Regions) the Regional Information Point for S&T; cooperation with the EU (Voronezh State University, Russia) published the Guidance for Russian Participants in the Seventh EU Framework Programme for Research and Technological Development (FP7) in Russian language.     The regular meeting of the council of the NATO’s Virtual Silk Road project took place on 1st October 2008 in Tashkent. The event has been organized by the Academy of Sciences of the Republic of Uzbekistan and NATO Science Committee. Specialists, experts and scholars from Uzbekistan, Russia, Kazakhstan, Turkmenistan, Tajikistan, Kyrgyzstan, Azerbaijan, Germany, Belgium, Poland, Britain, the Netherlands, Belarus, Norway, Hungary, Turkey and Armenia took part in the session.
