    „EXPERT On-line” – Moldovan S&T Proposal Submission and Evaluation System

    Beginning with 2009, all science and technology project proposals submitted for funding consideration to the Academy of Sciences of Moldova are required to be registered within the Moldovan Proposal Submission and Evaluation System „EXPERT On-line”. The Academy is delegated with Government’s competence in the field of science and innovation, which authorizes the Academy to distribute all science-destined State funds on a competition basis.

    Russia raises ambitions ahead of Copenhagen

    Dressed for the occasion with a badge with the text '2°C' on his lapel – a present from Minister for Enterprise and Energy Maud Olofsson – Russian President Dmitry Medvedev declared at the EU-Russia summit in Stockholm on Wednesday that Russia takes the threat of climate change extremely seriously and that the country will continue to work to further reduce emissions reductions.     The Decree of the President of the Republic of Belarus №441 approves additional measures to stimulate the S&T and innovative activities

    On 7 September 2009 the President of Republic Беларусь signed the Decree № 441 "On additional measures for stimulating scientific, technical and innovation activities" initiated by the National Academy of Sciences of Belarus. The document envisages the mechanisms of increasing remuneration for those researchers who are directly involved in R&D within the priority areas of S&T activities for the purposes of strengthening the national safety, improvement of life standards of the population and increasing the export of domestic production.

    Belarus' new innovation concept in preparation

    The State Committee for Science and Technology of Belarus (SCST) started working on a new innovation development concept of Belarus for the next five years, Chairman of the Committee Igor Voitov told reporters on 27 July.     New EU-Project with Eastern Europe and Central Asia: EECAlink

    The EECAlink is financed by the Seventh Framework Programme (contract No. 223359) as a Coordination and support action under the Health priority theme (www.eecalink.eu). The project had its kick off in the beginning of June 2009 and its planned duration is 30 months (till November 2011). The project focuses upon the three main target groups: (i) Policy makers, (ii) Academia partners and (iii) RTD public. The project is coordinated by the First Faculty of Medicine of the Charles University in Prague and coordinates in total 17 partners from 12 countries.

    Workshops for Eastern European and Central Asian universities and research institutions on European Economic Interest Groupings (EEIG) - a EU-direct cooperation structure without much regulation

    In FP6 and FP7 as well as in other EU-financed or co-financed programmes, the public donor - the EU - sets an accent on sustainability, at the latest for the time after the granting period. Therefore often an EEIG is formed among the universities, research organisations, companies. The EEIG is a kind of company which has to have its seat in the EU, with at least 2 members from 2 different EU Member States; all the other non-EU member countries e.g. from Eastern Europe and Central Asia can be associated. The workshops described hereafter cover all what associate members of such an EEIG have to know about it and how to maximise its effects.

    EU-Russia research cooperation good but could be better, says report

    EU-Russia cooperation works well and Russian partners' contribution to EU-funded projects is highly appreciated by EU partners.     FP7 National Contact Points in Moldova

    As a result of a contest among young researchers, announced in 2008 by the Supreme Council for Science and Technological Development of the Academy of Sciences of Moldova, six young researchers were nominated as National Contact Points (NCP) for seven thematic priorities of FP7.     By the Regulations of 16 December 2008 No.1953 and of 19 December 2008 №1981 the Council of Ministers of the Republic of Belarus approved a proposal on development of the scientific and technical program of the Union State "Increase of food manufactures efficiency due to the wastes processing on the basis of progressive technologies and technique” and a draft of the scientific and technical program "Development of a series of integral chips and semi-conductor devices for the equipment having special functions and double application".

    New observatory opened in Andijan

    New observatory opened at the Babur park in the city of Andijan. It was created by the Astronomy Institute of the Uzbekistan Science Academy in cooperation with the International Babur Foundation and Andijan State University. Here, all conditions have been created for observing celestial bodies with high accuracy thanks to powerful telescopes and other equipment. These devices will help students of mathematics and astronomy faculties of universities in Ferghana, Andijan and Namangan regions, as well as young people who are interested in astronomy.

    Digest “Nanotechnologies in the World - 2009”

    The first Digest “Nanotechnologies in the World - 2009” was published by the Russian Corporation of Nanotechnologies (RUSNANO). The digest consists of 3 major parts: the “Business” section is devoted to commercial use of nanotechnologies and state innovation policy. The “Science” section is devoted to R&D. The third session “Society” is devoted to education, public discussions, as well as safety of nanoproducts. The Digest contains a calendar of events for the coming half a year.

    Presidents of EurAsEC (Eurasian Economic Community) member states decided to create International Center of High Technologies

    At the last meeting of the heads of EurAsEC member states in Moscow on 4 February it was decided to create International Center of High Technologies. According to the experts, the activities of the future Center should be aimed at joint development and realization of S&T programs and innovative projects that has to support creation of the EurAsEC common research area and attract a wide range of scientists and experts.

    For the first time Belarusian researcher is awarded with Heinrich Barkhausen international prize

    Dr. Valery Vengrinovich, head of the Laboratory of computing diagnostics, Institute of Applied Physics, National Academy of Sciences of Belarus has won Heinrich Barkhausen international prize for results of his interdisciplinary research on using Barkhausen theory in non-destructive control and diagnostics of the upper layers of conducting materials.

    In January the National Academy of Science of Belarus celebrated its 80-annivesary

    This date has been marked with several important actions, e.g. 98 young researchers and 97 PhD students have been awarded with the annual President’s fellowships. 8 prominent scientists and several leaders of the NAS have been marked with the Certificate of Honor of the National Assembly and Government of Belarus. Also, the laureates of 2008 Prizes of the NAS have been named.

    Plan of the national expositions of Belarus abroad for 2009 have been approved

    According to this Plan, Belarus will organize in 2009 15 national exhibitions and expositions in 12 countries. They should promote domestic technologies, scientific developments, goods and services on the external markets. 3 of 15 national exhibitions will be held in Russia - in Ekaterinburg, Moscow and Krasnodar. Besides, Belarus scientific exposition will be organized at the International Industrial Economic Forum “Russia United” in Nizhni Novgorod.

    The “People” is a specific Programme of the EU Seventh Framework Programme for Research and Technological Development (FP7). The actions under the “People” Programme focus on mobility of researchers towards development of their scientific experience and career.     National Space Program for 2008-2012 ratified

    The Government of Belarus has ratified the National Space Program for 2008-2012. The basic tasks of the Program include the development of space vehicles of remote sensing of the Earth and perspective technologies of space engineering. The ground infrastructure for reception, processing and distribution of the space information and management of space vehicles will be created. It is planned also to develop information space technologies and to introduce them in various spheres of social and economic activities.

    SME DNC Armenia Member of the Enterprise Europe Network

    In 2007, the tender was announced to select partner organizations for the Euro Info Center, and the proposal presented by the Fund “Small and Medium Entrepreneurship Development National Center of Armenia” (SME DNC of Armenia) at the tender has been approved by the European Commission. As a result, the SME DNC of Armenia as the host partner organization became the member of the renamed “Enterprise Europe Network” in 2008.

    WIPO World patent report: Belarus occupies 4 place in number of nationals’ patent applications

    According to 2008 edition of WIPO World patent report, Belarus has improved positions in world rankings in which inventors’ activity corresponds to GDP and expenditures for R&D. Among 69 countries of the world Belarus occupies 4 place (63,91 applications) in number of nationals’ patent applications to 1 bln USD of GDP (13 in 2005, 15,36 applications). It became the world leader in number of residents’ patent applications to 1 mln R&D expenditures (12,34 applications).
