    Call for Applications - RI-LINKS2UA Summer School for Young Researchers

    The RI-LINKS2UA project invites young researchers from Ukraine to take part in the Summer School on Horizon 2020 proposal preparation and Responsible Research and Innovation (RRI). The event will take place in Odessa from 25-28 September 2017. Participation is free of charge. Local organisers will cover the travel tickets and accommodation for successful applicants. Deadline for application is 15 July 2017. The results of the application selection will be announced by 5 August 2017.

    Grant Scheme to facilitate the participation of Black Sea countries in Brokerage Events and preparatory meetings – apply now!

    This grant scheme financially supports the participation of local researchers from Black Sea countries in brokerage events and project preparatory meetings related to Horizon2020 in the EU Member States or Associated Countries. Such events will allow researchers to network with EU consortia, to build-up partnerships for subsequent joint research activities and to make their institutions and/or their research networks better known.

    The Horizon 2020 proposal writing training is organised by the RI-LINKS2UA project.     AERO-UA Call for Travel Grants – apply now!

    The AERO-UA project’s purpose is to promote research collaboration in the aviation field, between the European Union and Ukraine. Among the identified hurdles to increase such research collaboration is funding of travel for Ukrainian stakeholders.     Overview of 'Science Policies and International Cooperation in the Eastern Neighbourhood' published by EU-STRAT project

    The EU-STRAT project has published its first working paper for 2017, titled 'Science Policies and International Cooperation in the Eastern Neighbourhood of the European Union: An Overview'. The authors Tatsiana Chulitskaya, Honorata Mazepus, Ina Ramasheuskaya and Dimiter Toshkov find that Belarus, Moldova, and Ukraine have registered a considerable degree of participation in the science and research programmes of the EU, but they also identify a number of barriers and structural impediments to a more successful partnership.

    EU Bank launches new scheme to support private sector in Georgia, Moldova and Ukraine

    An EU-backed programme enabling the European Investment Bank to support small and medium-sized enterprises in Georgia, Moldova and Ukraine was launched in Kyiv last Friday. The EIB Group has joined forces with the EU’s Neighbourhood Investment Facility to provide a comprehensive package of instruments designed to help companies in Ukraine, Moldova and Georgia make the most of their opportunities.

    The EaP Plus project support STI cooperation between partners in the EU and in the Eastern Partnership region. The new website offers the latest news, calls, events and documents as well as comprehensive background information. It also links to the project's own YouTube channel and social media sites on Facebook, Twitter, LinkedIn and ResearchGate. The EaP Plus dissemination activities are coopdinated by the Regional Centre for Information and Scientific Development (RCISD), Hungary.

    Peer Review of the Ukrainian Research and Innovation System – including Policy Recommendations

    A ‘Policy Support Facility’ has been set up under Horizon 2020 by the Directorate-General for Research & Innovation of the European Commission Its aim is to support Member States and Associated Countries in reforming their national science, technology and innovation systems. The Peer Review of the Ukrainian Research and Innovation system was carried out between May and November 2016 by a dedicated PSF Panel, consisting of nine independent experts and national peers.

    Ukrainian Government creates Coordination Centre for the implementation of Horizon 2020

    On 30 November 2016, Ukraine’s Cabinet of Ministers adopted a resolution to create a Coordination Centre to support the implementation of  the current EU Framework Programme for Research and Innovation in the country. 'The Coordinating Centre will provide fast and efficient solutions for problematic issues that arise during the implementation of projects under Horizon 2020, facilitate the consideration of the interests of the Ukrainian participants in the programme, and become a platform for the development of agreed positions and activities of the authorities', said Liliya Grinevich, Minister of Education and Science of Ukraine.

    Update on Statistics and Analyses of Ukrainian Participation in Horizon 2020

    Ukraine is really making the most of its association to Horizon 2020. After 274 concluded calls, Ukraine ranks 3rd among all Associated Countries, with 383 Ukrainian organisations participating in the preparation of 604 project proposals (808 participations), expecting an EC contribution of 236.95 M €. This is the result of the latest analytical report about Ukrainian participation in H2020, which has been published earlier this week by the RI-LINKS2UA project.

    New 'EU4Innovation' initiative bundles efforts to boost innovation in Eastern Partnership countries

    The new 'EU4Innovation' initiative will combine all EU activities that support the development of Eastern Partnership countries (EaP) innovation capacities, notably those funded under the Horizon 2020 programme and the European Neighbourhood Instrument. Eu4Innovation 'will stimulate innovative ideas and support them on the way to market, while at the same time drawing on the existing knowledge and networks we are building in the EU', said Science Commissioner Carlos Moedas at the eighth Eastern Partnership Informal Dialogue, which took place in Yerevan yesterday.

    The UKRainian Academic International NEtwork (The UKRAINE Network) is an informal professional community, open to researchers from any field—irrespective of nationality—interested in collaboration with Ukraine.     Danube-INCO.NET publishes Policy Recommendations on Performance-based Research Funding

    'Performance-based research funding – Towards more effective national research and innovation systems in the Danube region' is the title of a document on policy recommendations recently published by the Danube-INCO.NET project. Danube-INCO.NET is a coordination and support action funded under the 7th Framework Programme and addresses the official EU Strategy for the Danube Region in the field of research and innovation. The project seeks to overcome obstacles hindering the social and economic development of the Danube region.

    Success Story: Horizon 2020 funding helps Ukrainian start-up expand to European markets

    While many Ukrainian research institutes complain about a lack of funding, the national scientific centre 'Kharkiv Institute of Physics and Technology' launched a start-up and joined a €5 million research consortium through the EU-funded Horizon 2020 programme. Serhiy Pugach, Head of Technology Transfer at KIPT, advises Ukrainian companies not to be intimidated by the prospect of participating in Horizon 2020: 'You should promote yourself and the solutions that your company can suggest.You should also participate in Horizon information sessions and brokerage events.'

    PELICO – Peptidomimetis with Photocontrolled Biological Activity

    This Horizon2020 project is coordinated by Enamine Ltd., a Ukrainian chemical and bio-screening company. The other partners are the Chemistry Department of Cambridge University, the Latvian Institute of Organic Synthesis, an the Karlsruhe Institute of Technology. The expertise, resources and specific knowledge of all Consortium Institutions is combined to achieve a breakthrough in design, synthesis and application of peptide analogues (peptidomimetics) possessing photo-controlled biological activities, with special emphasis on anti-microbial and anti-cancer activities.

    First ever EU-Eastern Partnership Ministerial Meeting dedicated to Environment and Climate Action

    The first ever Eastern Partnership (EaP) formal ministerial meeting on environment and climate change took place in Luxembourg on 18 October 2016 with the participation of Commissioners Karmenu Vella and Johannes Hahn. The EU and the Eastern Partner countries (Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova and Ukraine) adopted a Ministerial Declaration, confirming their joint commitment to stepping up cooperation on environmental challenges and climate change, and promoting sustainable and inclusive economic development.

    Statistics & Analyses of Ukraine's participation in Horizon 2020 published by RI-LINKS2UA project

    Since March 2015 Ukrainian organisations have been able to fully participate in Horizon 2020 on equal terms with EU Member States and other Associated Countries. 308 Ukrainian organisations participated in preparation of 497 project proposals (609 participations). Ukraine submitted 72 proposals for project coordinations of which 3 were classified for funding. With these results Ukraine ranks third among Associated Countries just after Israel and Norway in both: number of participations and gained EC contribution.

    On 5 October 2016, an Information Day on the European Institute of Innovation & Technology (EIT) took place at the National Academy of Sciences of Ukraine in Kyiv.     Background Report 'Peer Review of the Ukrainian Research and Innovation System'

    This report summarises evidence on the situation in the field of science, technology and innovation (STI) in Ukraine and provides a background for the PSF Peer Review of Ukraine’s research and innovation system, conducted in 2016 by a panel of independent experts and national peers. The Horizon 2020 Policy Support Facility (PSF) has been set up by the Directorate-General for Research & Innovation (DG RTD) of the European Commission under the EU Framework Programme for Research & Innovation ‘Horizon 2020’. It supports Member States and countries associated to Horizon 2020 in reforming their national science, technology and innovation systems.

    Innovative SMEs in Ukraine to benefit from EU-guaranteed loans

    On 13 September 2016, the European Investment Fund (EIF) and ProCredit Bank Ukraine signed a loan guarantee deal that will offer small and medium-sized companies in Ukraine easier access to risk capital for the development of innovative ideas. The EU-funded deal will allow the bank to more securely enter into loan agreements with companies of below 500 employees, as any potential losses on loans for innovative activities will be guaranteed by 50% by the EU under the loan guarantee scheme. Overall, the scheme is to generate a portfolio of €50 million in loans to innovative companies over the next two years.

    'EaP PLUS' – New Horizon 2020 Project with Eastern Partnership Countries kicks-off in Athens

    On 26 July 2016, Günther H. Oettinger, European Commissioner for the Digital Economy and Society, and the Ukrainian Prime Minister Volodymyr Groysman spoke at a high-level policy event in Kiev which explored the challenges and opportunities that the European Union's Digital Single Market (DSM) represents for Ukraine.     Memorandum of Understanding signed at Eastern Partnership STI Evaluation Platform Meeting

    In the framework of the EU funded IncoNet EaP project, the Shota Rustaveli National Science Foundation hosted an international workshop of the 'Eastern Partnership Science, Technology and Innovation Evaluation Platform' in Tbilisi, Georgia on 27-28 June 2016. The IncoNet EaP project had started preparations for a Memorandum of Understanding among the active research funding agencies and research commitees in the EaP countries in 2014. Two previous workshops led up to the current event, which aimed to progress the drafted documents and to find ways to establish an active network functioning beyond the existence of IncoNet EaP.

    EU4Energy: New EU project to continue the work of INOGATE

    The international organisation Energy Community has signed a contract with the European Commission to provide technical assistance to the Eastern Partnership (EaP) region in the framework of the EU4Energy Programme, which is a continuation of the previous regional energy cooperation programme INOGATE, which had lasted for 20 years and ended in March 2016. The new initiative will focus on improvement of energy legislative and regulatory frameworks, implementation of policy recommendations and investment promotion for key energy infrastructure strategic projects.

    The main objective of the H2020 funded EU project SEEMLA is the establishment of suitable innovative land-use strategies for a sustainable production of plant-based energy on marginal lands while improving general ecosystem services. The use of marginal lands (MagL) could contribute to the mitigation of the fast growing competition between traditional food production and production of renewable bio-resources on arable lands.     The European Sustainable Energy Week (EUSEW) is a month-long series of activities to build a secure energy future for Europe.     Ukrainian Education and Science Ministry suggests new Financing Scheme for Universities

    According to multimedia platform 'ukrinform.net' the Ukrainian Ministry of Education and Science puts forth its new concept of financing university-level education for public discussion: Under the new funding scheme each university would receive 80% of the previous year's financing volume. The remainder 20% would be expected to be financed according to a number of criteria, inter alia: the number of students with the highest Independent External Assessment grades choosing a particular university; the scope of scientific research at the university; and quality levels of scientific publications.

    Ukraine's austerity budget threatens Academy of Sciences reforms

    As science magazine 'nature' reports, Ukraine's parliament passed a law to modernise the ailing National Academy of Sciences of Ukraine (NASU) in January. Yet an austerity budget imposed around the same time makes this impossible to achieve, at least this year. The academy employs some 20,000 scientists. On 26 November, Parliament began to debate a 'law of Ukraine on scientific and technical activity', to strengthen the organisation. But before the law took effect, Ukraine passed its 2016 austerity budget, which allocates a meagre 2.05 billion hryvnia (ca. EUR 69 million) to the NASU – about 12% less than in 2015.

    The Delegation of the European Union to Ukraine, in cooperation with the Centre for Ukrainian Reform Education, has announced a call for applications for the 15th session of the EU Study Days project. It will target university students in their last years or those graduated in the last three years from Kharkivska, Dnipropetrovska, Donetska, Luhanska and Zaporizhska oblast (target regions of the 15th session).     Call for Applications: Summerschool on 'War and Violent Conflict in Socialist and Post Socialist Societies'

    The International Social Science Summer School in Ukraine was launched in 2009 by a multi-disciplinary team wishing to create a space of exchange and networking for young scholars in the area of Soviet and post Soviet studies. The school is interdisciplinary, non-hierarchic and follows a workshop format with roundtables, field visits, local interviews and excursions. This year's edition will be held in Kharkiv on 3-9 July 2016. The Summer School is open to PhD or kandidat nauk students and young researchers.     EBRD, EU and GEF promote climate change mitigation in Ukraine

    The European Bank for Reconstruction and Development (EBRD) is owned by 65 countries, the European Union and the European Investment Bank. The Global Environment Facility (GEF) was established on the eve of the 1992 Rio Earth Summit, to help tackle our planet’s most pressing environmental problems. Ukraine has become the newest member of the EBRD’s Finance and Technology Transfer Centre for Climate Change (FINTECC) programme designed to transfer technology in the area of climate change mitigation and adaptation. It successfully operates in 14 countries where the EBRD invests.

    The IncoNet EaP project has today announced an extension for its targeted call 'Grants & Coaching of EU-EaP Twinning Teams' , which will now will close on 22 January 2016. EU-Eastern Partnership teams active in the fields of 1. Climate Change, 1. Health or 3. Energy will be supported in preparing proposals for the Horizon 2020 calls of the Work Programme 2016-2017.     EU Bank supports Ukraine's agri-food sector as EU-Ukraine Free Trade Area comes into force

    The European Investment Bank (EIB) lends EUR 400 million to Ukraine to finance projects implemented primarily by SMEs and Mid-caps in the agri-food sector, in order to help the country benefit from the opportunities offered by the Deep and Comprehensive Free Trade Area (DCFTA) which has come into force on 1 January 2016 as part of the Association Agreement between Ukraine and the European Union. Potential beneficiaries include not only farmers, processors, storage and logistics operators, but also testing laboratories, research and education institutions and extension services that contribute to the functioning of target value chains.

    NATO tests telemedicine system in Ukraine

    NATO is developing a multinational telemedicine system to improve access to health services and increase survival rates in emergency situations, including in remote areas. The technology was successfully live tested in Lviv, Ukraine. Once developed, the system will have a dual-use for both civilian and military application. Portable medical kits allow first responders to connect to the system to receive advice from medical specialists. Through the use of modern communications technologies, an international network of medical specialists will be able to assess the patient, determine the diagnosis and provide real-time recommendations.

    Presidents Poroshenko and Nazarbayev sign Ukraine-Kazakhstan Action Plan for 2015-2017

    On October 8-9, 2015, at the invitation of President of the Republic of Kazakhstan N.A. Nazarbayev, President of Ukraine P.O. Poroshenko made an official visit to the Republic of Kazakhstan. The Presidents of Ukraine and Kazakhstan expressed willingness to further deepen Ukrainian-Kazakh relations in political, trade-economic, scientific-technical, cultural, humanitarian and other spheres. Following the summit talks, the Ukraine-Kazakhstan Action Plan for 2015-2017 ('Roadmap - 5') was signed. It identifies the key vectors of bilateral cooperation for the near future.

    This was the 2nd Policy Stakeholders Conference (PSC) organised by the IncoNet EaP project and the 6th in a series of events targeting the Eastern Partnership region,which was started by its predecessor project IncoNet EECA. Focusing on 'energy efficiency', this year's PSC was adjusted to the 'ENERGY EXPO 2015'. The main aim of the Policy Stakeholders Conferences is to bring together policy makers, representatives of the research community and the private sector to address specific problems that countries in the region face and that are of mutual interest and benefit.

    NATO and Ukraine strengthen scientific cooperation

    The current security crisis in Ukraine has impacted scientific infrastructure and education institutes in the country. Through NATO’s Science for Peace and Security (SPS) Programme, the Alliance is engaging Allied and Ukrainian scientists and experts in practical cooperation, forging research networks and supporting capacity building in the country. Ideas to strengthen such support were identified at a meeting of the NATO-Ukraine Joint Working Group on Scientific and Environmental Cooperation at NATO Headquarters on 18 September 2015.

    Call by the German Federal Ministry of Education and Research addressing the Danube region

    The German Federal Ministry of Education and Research (BMBF) has announced a call for proposals under the Federal Government’s Strategy for the Internationalization of Science and Research, and published regulations for funding an ideas competition for the establishment of innovative R&D networks with partners in the Danube States. Eligible for funding are in particular German SMEs, but also other research related companies and institutions. At least one partner has to be from an 'upstream' and one from a 'downstream' country (e.g. Moldova or Ukraine).

    'Environmental Policy Toolkit for Greening SMEs in EaP Countries' published

    The objective of the 'Environmental Policy Toolkit for SME Greening' – published in the frame of the OECD's EaP GREEN programme – is to help governments in the European Union’s Eastern Partnership (EaP) countries (Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine) to design and implement key instruments to promote environmental compliance and green business practices among SMEs using the existing good practices in EU and other OECD countries. The Toolkit covers three categories of environmental policy instruments: regulatory simplification and incentives, informationbased tools, as well as financial and economic incentives.

    The primary objective of the UKRAINE project is to create a broad acceptance of EGNSS (European Global Navigation Satellite Systems) in Ukraine, leading to increasing adoption of Galileo and EGNOS (European Geostationary Navigation Overlay Service) in a rapidly emerging market. The project aims to foster international cooperation in application development while simultaneously creating physical opportunities for knowledge building and commercial relationships. UKRAINE was established in January 2015. A unique contest to develop a multi-constellation receiver for release on the Ukrainian market was launched in April 2015.

    'Blue Guide' on EU requirements for products now available in Ukrainian

    Ukrainian producers can now get acquainted with the EU Blue Guide in Ukrainian language to better understand the EU product rules and their application across different sectors of the single market. This publication of the European Commission aims to promote understanding of the regulatory regime of EU products. It is widely used in practice by economic entities, including manufacturers, importers and distributors which are operating in the EU or supply their products to the European market. The Blue Guide is a thorough manual for conformity assessment bodies and authorities of the Member States of the EU.

    EU further supports Ukraine’s reform agenda and its economic recovery

    Johannes Hahn, EU Commissioner for Neighbourhood Policy, and Ukraine's Economy Minister, Aivaras Abromavicius, yesterday signed a financing agreement worth €55 million for the programme 'EU Support to Ukraine to Re-launch the Economy' (EU SURE). On his visit to Ukraine the Commissioner said the EU SURE programme would support the development of SMEs and the recovery of those regions most affected by the conflict.

    Ukraine's Minister of Education and Science welcomes new funding initiative by CRDF Global

    With tensions in Ukraine rising and the country's future uncertain, CRDF Global has created a new emergency fund to support scientists and innovators. While Ukraine has an established system of science and higher education it has been severely affected by a lack of funding and security due to the current crisis. Accompanying the announcement of the 'Emergency Fund for Ukraine's Scientists and Innovators', Serhiy Kvit, Ukraine's Minister of Education and Science, released a statement outlining the significance of this new effort.

    CRDF Global Emergency Fund for Ukraine’s Scientists and Innovators

    CRDF Global is a nonprofit organisation that promotes international scientific and technical collaboration through grants, technical resources, training and services. The new Emergency Fund, comprised of donations from individuals and corporations, will provide emergency support to those working in science, engineering, technology and innovation in Ukraine and will prioritise on emergency research support for scientists displaced by the war and young scientists at risk of leaving Ukraine, as well as micro grants to support ongoing mentorship, networking, and travel opportunities for technology innovation commercialisation.

    EU project trains Ukrainian manufacturers on entering the EU market

    Ahead of establishing a free trade area between EU and Ukraine, Ukrainian manufacturers can raise their knowledge on the state of adapting the Ukrainian legislation to the European 'New Approach' and on how to export products into the EU.     Researchers, businesses and innovators from Ukraine will now be able to fully participate in Horizon 2020, the European Union's research and innovation funding programme, on equal terms with EU Member States and other associated countries.     Ukraine's Science Minister recommends to sign Agreement on Horizon 2020 Participation soon

    As 'Pan European Networks' reports, the Ukrainian Minister for Science and Education, Serhiy Kvit, is encouraging his government to get involved in the EU’s current research and innovation framework programme. Speaking at a cabinet meeting, Kvit said that at 'this time when we have significant problems with funding of the scientific research, our universities, our research investments must get access to such a big grant programme.' The minister also pointed out that association agreement with the European Commission to participate in Horizon 2020 needs to be signed by 20 March 2015.

    Nürtingen-Geislingen University now coordinates German Agricultural Centres in Kazakhstan and Ukraine

    Since the beginning of this year, the University of Economics and Environment, Nürtingen Geislingen (HfWU) has been running the German Agricultural Centres (DAZ) in Ukraine and Kazakhstan, which were founded in 2009 and 2011 respectively. The agricultural centers are training, demonstration and research institutions which contribute to the modernisation of agriculture in these countries. The centres are supported by a group of leading European companies from the agricultural sector. They are financially supported by the German Federal Ministry of Food and Agriculture (BMEL).

    'Polish Erasmus for Ukraine' – Poland supports Ukraine in Higher Education

    Poland's Ministry of Science wants 400 more students and 50 graduate students from Ukraine to start studying in Poland in February 2015 - said Polish Minister of Science Lena Kolarska-Bobińska, who met with the Minister of Education and Science of Ukraine, Serhiy Kwit in late January. The Polish Science Minister visited Kiev as a member of the government delegation of Prime Minister Ewa Kopacz, which met with Ukrainian President Petro Poroshenko and Prime Minister Arseniy Yatsenjouk.

    Boosting scientific cooperation with Ukraine

    Ukraine is now the top beneficiary of the NATO Science for Peace and Security (SPS) Programme, according to a feature article on the NATO website. Practical, scientific cooperation with the country is being increased substantially in response to the crisis in Ukraine. Previously, Russia received the most SPS funds but cooperation has been suspended until further notice. The SPS Programme is a NATO policy tool that enhances cooperation and dialogue with all partners, based on scientific research, innovation, and knowledge exchange. It provides funding, expert advice, and support to security-relevant activities.

    On 24 October, the launch conference for the Ukrainian National Technology Platform on Advanced Materials took place in Kyiv.     European Parliament and Verkhovna Rada ratify EU-Ukraine Association Agreement

    The European Parliament gave its consent to the EU-Ukraine Association Agreement, which includes a Deep and Comprehensive Free Trade Agreement (DCFTA), on Tuesday in Strasbourg. At the same time, the Agreement was also ratified by the Ukrainian Parliament in Kiev. The deal will establish a deep political association and economic integration between the EU and Ukraine.

    The joint Kick-off Meeting of two new ICT projects took place in Thessaloniki, Greece, on 20-21 February 2014.  'EAST-HORIZON – Fostering Dialogue and Cooperation between the EU and EECA in the HORIZON 2020 perspective' and 'EECA-2-HORIZON – Bringing the EU-EECA Cooperation and Policy Dialogue in ICT in the HORIZON 2020 Era' make a logical follow-up of the previous FP7 ICT projects which have been implemented since 2009 (currently one project is at the final phase), namely:  EXTEND, SCUBE-ICT, ISTOK-SOYUZ and PICTURE.     Russia and Ukraine are listed among the countries of particular interest in the frame of this call, which supports research for the supply of raw materials of strategic economic importance.     2nd Meeting of the EU-Ukraine Joint S&T Cooperation Committee (JSTCC)

    Access to finance in the agricultural sectors of Eastern Europe and Central Asia

    Russia, Ukraine and Kazakhstan are among the world’s major wheat exporters. Their agricultural output can make a considerable contribution to domestic economic development and global food security. The RUK countries, however, will only be able to fully exploit the potential for increasing yields with adequate access to finance in the agricultural sector.     Grant opportunity to launch a new project with European and Ukrainian partners

    The 7th Framework Programme for Research and Development of the EU supports new multilateral scientific projects with both European and Ukrainian partners. In July 2011, a call in NANOSCIENCES, NANOTECHNOLOGIES, MATERIALS and NEW PRODUCTION TECHNOLOGIES will be launched. This is an opportunity to be funded by the EU to launch a multilateral project between European and Ukrainian researchers.     EU funded research projects launch joint activity on partner search for Ukranian research institutions

    On 23rd December 2010 the National Contact Point of the EU 7th Framework Programme (FP7) on Research and Technology Development (FP7 NIP-Ukraine) and the EU-funded project “Joint Support Office for Enhancing Ukraine’s Integration into the European Research Area” (JSOERA) launched a joint activity related to practical support to Partner Search. This activity comes in support to the request received from Ukrainian organisations willing to participate in FP7, and the EU organisations looking for potential partners in Ukraine.

    The “People” is a specific Programme of the EU Seventh Framework Programme for Research and Technological Development (FP7).
