IncoNet EaP & IncoNet CA – STI International Cooperation Networks for Eastern Partnership Countries and Central Asia

The joint Kick-off Meeting of two new INCONET projects, 'IncoNet EaP' (STI International Cooperation Network for Eastern Partnership Countries), coordinated by ZSI/Austria, and 'IncoNet CA' (STI International Cooperation Network Central Asian Countries), coordinated by IPPT-PAN/Poland, took place in Athens from 18-20 September 2013. These new projects will continue the work of their predecessors IncoNet EECA and IncoNet CA/SC and – among many other tasks – also take over the maintenance of the incrEAST web portal.
Representatives of 24 out of the 26 institutions in both consortia, as well as the Scientific Officer from the European Commission in charge of the IncoNet CA project attended the meeting.

Opening statements were made by Jurgen Sanders (EC), George Bonas (CeRISS), Hanna Scheck (ZSI) and Barbara Trammer (IPPT-PAN).

The different Work Packages and Tasks were presented by the respective Work Package, Task and Activity Leaders in both projects. The tasks and activities that are led by the same partner institution in both projects have been discussed in plenary with all the involved partners from both projects, while the region specific tasks and activities have been addressed in sessions dedicated to each project.

The overall the format of the joint Kick-off Meeting favored fruitful discussions in the plenary and fostered the exploitation of synergies between the two IncoNets.

Project Objectives

The projects aim to support the advancement of the bi-regional STI policy dialogue between the EU MS/AC and the Eastern Partnership countries and the Central Asian countries respectively, with an explicit focus on the Societal Challenges that have been identified to be of mutual interest for the two regions, namely Climate Change, Energy and Health. In particular the projects will identify actions and stakeholders and will implement innovative pilot activities to strengthen the coordination and impact of the individual actions.

In terms of policy dialogue, the projects will provide analytical evidence and monitoring to feed the dialogue and to support joint agenda setting. A policy mix review will be implemented along with capacity building activities with emphasis on the promotion of Innovation. More specifically, links with the EU technology platforms will be established allowing mutual learning and exchange of best practices for enhanced public-private partnerships between the two regions. In addition, support to FP contacts will be provided to strengthen their role and to adapt their functioning to the challenges of Horizon 2020.

The projects will build on the experience of the their predecessors IncoNet EECA and IncoNet CA/SC targeting these regions and will develop synergies between each other.
