    The 2016 edition of the 'Catalogue of Innovation Technology Offers by Organisations of the National Academy of Sciences of Belarus' has been published. It is available for download in Russian language on the web portal of the Republican Centre for Technology Transfer (RCTT) and lists about 200 products.

    Update on Support for EU-Russia Research Cooperation

    The European Commission has just updated its 'Country Page'on research cooperation with Russia. This is a 'must have' document for anyone active in EU-Russia STI cooperation. The PDF lists local programmes or funds that support Russian Horizon 2020 participants; defines current priorities for EU-Russia STI cooperation and lists all related calls; links to brochures or other communication materials aiming at to support Russian participation in Horizon 2020; and offers a comprehensive list of contact persons at local National Contact Points including for the European Research Council and Marie Skłodowska-Curie actions.

    Innovative SMEs in Ukraine to benefit from EU-guaranteed loans

    On 13 September 2016, the European Investment Fund (EIF) and ProCredit Bank Ukraine signed a loan guarantee deal that will offer small and medium-sized companies in Ukraine easier access to risk capital for the development of innovative ideas. The EU-funded deal will allow the bank to more securely enter into loan agreements with companies of below 500 employees, as any potential losses on loans for innovative activities will be guaranteed by 50% by the EU under the loan guarantee scheme. Overall, the scheme is to generate a portfolio of €50 million in loans to innovative companies over the next two years.

    'EaP PLUS' – New Horizon 2020 Project with Eastern Partnership Countries kicks-off in Athens

    'EaP PLUS' (STI International Cooperation Network for Eastern Partnership Countries – PLUS), a new coordination and support action (CSA) funded under Horizon 2020 has been launched on 1 September 2016. The 17 partners met at a kick-off meeting on 26 September. The new project aims to stimulate cooperation between Eastern Partnership countries and EU Member States, and enhance the participation of the EaP countries in Horizon 2020. Building on the results of the predecessor project 'IncoNet EaP', EaP PLUS seeks to eliminate remaining obstacles to EU-EaP STI cooperation through a number of innovative and targeted actions.

    IncoNet Central Asia project completes its activities

    The IncoNet CA project has recently been completed. It aimed to support the bi-regional STI (Science, Technology, and Innovation) policy dialogue between the EU Member States/Associated Countries and Central Asia. The project's focus was on three Societal Challenges that had been identified to be of mutual interest, namely: Climate Change, Energy and Health. With three successful EU-Central Asia Policy Stakeholders' Conferences, a Policy Mix Peer Review of the scientific system in Kyrgyzstan, capacity building activities and grant schemes, the IncoNet CA project played a vital role in promoting EU-Central Asia STI cooperation.

    This grant scheme financially supports the participation of local researchers from Eastern Partnership countries in a Horizon 2020 training and brokerage event in Bratislava, Slovakia on 29-30 November 2016. Networking4Innovation is organised by Danube-INCO.NET and the Enterprise Europe Network on 30 November. The training on 29 November will be conducted back-to-back with the Energy Networking4Innovation Brokerage Event (a side event to the SET Plan Conference 2016).     This targeted call has opened on 1 September 2016 and will close on 30 September 2016. The main goal of the call 'EU-EaP Twinning Grants' is to identify EU and Eastern Partnership cooperation teams and to support the preparation for proposals of open and upcoming calls of the Horizon 2020 Work Programmes focusing on the three societal challenges: 'Climate Change', 'Health' and 'Energy'.     Conclusions of EU-Central Asia Policy Stakeholders Conference on 'Health' published

    On 16-17 May 2016, an EU-Central Asia Policy Stakeholders Conference (PSC) on 'Health' took place in Warsaw. The event was organised by the EU-funded IncoNet CA project as the third in a series of similar policy dialogue platforms. Earlier PSCs had tackled 'Climate Change' and 'Energy' issues. The aim of the latest conference was to take stock and showcase best practices regarding EU-CA scientific cooperation, discuss concrete innovation cooperation projects, and promote international collaboration, networking, and matchmaking. A new brochure sums up the discussions and presents the results of the event.

    2017 will be the 'Germany-Georgia Friendship Year'

    Georgia has not only been associated to the EU's Framework Programme Horizon 2020 this year. It also has long lasting relations with individual European countries. One of them is Germany. In 2015 both countries decided to celebrate their multi-facetted relationship with the '2017 Germany-Georgia Friendship Year'. This decision was confirmed at a recent meeting of the foreign ministers of both countries, Mikheil Janelidze and Frank-Walter Steinmeier.

    Webinar: Coordinators share their views about IncoNet EaP/CA Twinning Grants

    The IncoNet EaP and IncoNet CA projects jointly organised two calls for twinning grants. A third call – targeting the Eastern Partnership region – has been pre-announced for September 2016. The main objective of the twinning instrument is to increase the participation of Eastern Partnership and Central Asian countries in EU calls. In order to evaluate the effectiveness and usefulness of this funding instrument, the DLR Project Management Agency organised a short webinar session with coordinators of projects supported by the twinning grants on 27 July 2016.

    Regional ISTC/BACAC Capacity Building Training Seminar on CCHFV, Zika virus and Ebola

    The training seminar on biosafety and biosecurity is jointly organised by ISTC and BACAC. It is aimed to train specialists, including young professionals, who work with particularly dangerous pathogens in BACAC member countries. The focus will be on especially dangerous infections such as Crimean Congo Hemorrhagic Fever (CCHF), Zika virus and Ebola. Training sessions will include practical exercises and lectures by leading experts from BACAC, UK and WHO.     On 26 July 2016, Günther H. Oettinger, European Commissioner for the Digital Economy and Society, and the Ukrainian Prime Minister Volodymyr Groysman spoke at a high-level policy event in Kiev which explored the challenges and opportunities that the European Union's Digital Single Market (DSM) represents for Ukraine. On this occasion, Commissioner Oettinger said that he was 'delighted [...] to begin discussions on the creation of the Digital Community, which could extend the benefits of the DSM beyond EU borders.'

    Success Story: The EU-Central AsiaTwinning Grants

    Twinning has a long tradition in Europe as an efficient instrument in the capacity building process. It was successfully used in the building of the governmental capacities in the New Member States and afterwards it was inherited in many other areas (governmental institutions, municipal organisations, universities, schools etc.). Furthermore many FP7 NCP projects use twinning as an instrument to build capacities in other countries. The IncoNet CA consortium used this instrument to enhance EU-Central Asia S&T cooperation and to increase capacities on both sides.

    European Research Council to invest record budget in 2017

    On 25 July 2016, the European Research Council (ERC) announced its 2017 grant competitions with a total budget of around €1.8 billion, the highest ever since the ERC's inception in 2007. It is also the record ERC annual funding reserved for young researchers with two to seven years of post-PhD experience (Starting grants) and the first increase of the ERC annual budget since 2013. The ERC grants, part of the EU's research and innovation programme, Horizon 2020, support ambitious researchers from anywhere in the world, who are ready to carry out their research projects in the EU or associated countries.

    Update of the Horizon 2020 Work Programme 2017

    Today, on 25 July 2016, the European Commission announced an investment of €8.5 billion to be released during 2017 into research and innovation, following an update to the Work Programme of Horizon 2020, the EU's research and innovation funding programme. The updated Work Programme introduces important novelties: A particularly important change is the introduction of open research data in all new Horizon 2020 calls.

    New Master Degree Study Programme for International Technical Vocational Education and Training (TVET) in South Caucasus to be developed

    German and South Caucasus institutions are working on new ways to implement Technical Vocational Education and Training (TVET) that meets international standards  in the South Caucasus. At a workshop in Magdeburg, Germany, on 7 July 2016, representatives from the German Society for International Cooperation (GIZ) and Magdeburg University as well as from Ministries of Education, universities and  related institutions of Armenia, Azerbaijan and Georgia discussed possible scenarios and requirements for developing and setting up  joint Master Degree study programmes in continuation of the ongoing programme 'Master Trainer in TVET'.

    European Commission launches three Horizon Prizes for Energy Innovation

    On 5 July 2016, the European Commission launched three Horizon Prizes to encourage innovation and find solutions to challenges in the area of energy.These so-called challenge prizes (also known as 'inducement' prizes) offer a cash reward to whoever can most effectively meet a defined challenge. They prescribe a goal but not how the goal should be achieved. Worth a total of 3.25 million EUR and funded under Horizon 2020, the prizes will reward innovative approaches to integrating solar energy into historical buildings, using renewable energy in hospitals, and developing products that help cut emissions by reusing carbon dioxide.

    Memorandum of Understanding signed at Eastern Partnership STI Evaluation Platform Meeting

    In the framework of the EU funded IncoNet EaP project, the Shota Rustaveli National Science Foundation hosted an international workshop of the 'Eastern Partnership Science, Technology and Innovation Evaluation Platform' in Tbilisi, Georgia on 27-28 June 2016. The IncoNet EaP project had started preparations for a Memorandum of Understanding among the active research funding agencies and research commitees in the EaP countries in 2014. Two previous workshops led up to the current event, which aimed to progress the drafted documents and to find ways to establish an active network functioning beyond the existence of IncoNet EaP.

    EU4Energy: New EU project to continue the work of INOGATE

    The international organisation Energy Community has signed a contract with the European Commission to provide technical assistance to the Eastern Partnership (EaP) region in the framework of the EU4Energy Programme, which is a continuation of the previous regional energy cooperation programme INOGATE, which had lasted for 20 years and ended in March 2016. The new initiative will focus on improvement of energy legislative and regulatory frameworks, implementation of policy recommendations and investment promotion for key energy infrastructure strategic projects.

    Skoltech and German Aerospace Center sign Cooperation Agreement

    On 13 June 2016, the Skolkovo Institute of Science and Technology (Skoltech) and the German Aerospace Center (DLR) signed an agreement to strengthen their scientific cooperation. The cooperation extends over a wide range of research fields, from material research via life sciences to climate research, space law and planetary research. Intended are the planning and implementation of joint scientific projects, but also exchange programmes for scientists, students and doctoral candidates. The Framework Agreement also enables the exchange of scientific data and the organisation of joint symposia and workshops.

    5-Day Scientific Writing Workshop for Young Researchers from Central Asia – focus: Water Resources Management

    The OSCE Office in Tajikistan in cooperation with the German Kazakh University (GKU) in Kazakhstan will organise a 5-days scientific writing course with a focus on water resources management issues for the most talented researchers and academics from Central Asia and Afghanistan. The training course will take place in Dushanbe, Tajikistan on 3-7 October 2016. OSCE will cover the travel costs and will provide a per diem for the course participants while GKU disseminate the Call and participate in their selection for the workshop.

    Ukraine and Georgia take part in EU Sustainable Energy Week

    The European Sustainable Energy Week (EUSEW) is a month-long series of activities to build a secure energy future for Europe. It brings together public authorities, private companies, NGOs and consumers to promote initiatives to save energy and move towards renewables for clean, secure and efficient power. For the fifth year in a row Ukraine will join in: Between 12 and 17 June, the EU Delegation to Ukraine and their partners have organised a number of events across Ukraine, which showcase the energy efficiency potential of the country.     Policy Stakeholders Conference on ‘EU-Central Asia STI Cooperation in addressing Health’ – presentations now online

    This Policy Stakeholders Conference (PSC) organised by the IncoNet CA project addressed 'Health' as one of the societal challenges that are of mutual importance to Europe and Central Asia. Earlier PSCs had tackled 'Climate Change' and 'Energy' issues. The aim of the latest conference was to take stock and showcase best practices regarding EU-CA scientific cooperation, discuss concrete innovation cooperation projects, and promote international collaboration, networking, matchmaking. The event also provided an opportunity to present projects from the region as well as best practice examples. Presentations and photos are now available.

    Scientists, experts and policy makers from Ukraine, the region and NATO member states gathered for the Science for Peace and Security (SPS) Programme Information Day 2016 in Kyiv, Ukraine on 27 May. The event provided an opportunity for the dissemination of the tangible results achieved through practical cooperation and the implementation of SPS projects in Ukraine. The SPS Information Day allowed participants to learn more about the work of the SPS Programme, to develop new initiatives for practical cooperation, and to create networks of experts to address security-related civil science and technology issues.

    The European Parliament has passed a new visa directive on European Union entry and residence that makes it easier and more attractive for people from third countries to study or do research at EU universities.     Armenia joins Horizon 2020

    The agreement associating Armenia to Horizon 2020 was signed yesterday by Carlos Moedas, European Commissioner for Research, Science and Innovation, and Levon Mkrtchyan, Armenian Minister for Education and Science. Thanks to the new agreement, Armenia's research institutes, universities and individual researchers will now have access to all opportunities offered by Horizon 2020 in diverse areas, from fundamental science to demonstration projects, on an equal footing with researchers and organisations from EU Member States and other countries associated to the programme.

    Fresh Air Project presented in Kyrgyzstan

    Kyrgyzstan is one of the target countries of FRESH AIR – a new 3 year project which addresses the urgent need to prevent, diagnose and treat lung diseases in LMICs and other low-resource settings where the greatest burden of disease is experienced. The project was recently presented at the National Center of Cardiology and Therapy of the Kyrgyz Republic.     Azerbaijan joins Torino Process on Vocational Education and Training

    The Torino Process is a biannual participatory analytical review of the status and progress of vocational education and training in the 31 partner countries of the European Training Foundation (ETF). In Azerbaijan the mechanism was officially launched in April, when the country’s Ministry of Education also announced the government’s approval of a new VET Agency. This new body will be responsible for the coordination of vocational education policy development and its implementation in the country, according to the European Training Foundation.

    Belarus and EU enter Structured Dialogue on Research and Innovation

    On 6-7 April 2016, Brussels hosted the first meeting of the Belarus-EU Coordination Group, a new format to advance a structural and comprehensive dialogue between Belarus and the European Union on trade, energy, customs, innovation and standardisation issues, as well as to boost cooperation in modernisation, technical assistance and human rights. Belarus was represented by the Deputy Minister of Foreign Affairs, Alena Kupchyna. The EU delegation was led by the Deputy Secretary General of the European External Action Service, Helga Schmid.

    Two new 'Sustainable Energy Information Centres' open in Moldova and Georgia

    The inauguration ceremony of the Moldova Sustainable Energy Information Centre took place on 15 April 2016. Housed in the Moldovan Agency of Energy Efficiency, the Chisinau Sustainable Energy Information Centre will serve as a hub for a number of initiatives by NGOs, businesses and education institutes. The Sustainable Energy Information Centre (SEIC) in Georgia opened on 22 April 2016. It is housed in the main hall of the Tbilisi City Hall, as an extension of the City Hall services already being provided. Both centres were set up with the support of INOGATE , the longest running energy technical assistance programme funded by the EU.

    Belarus and Hungary agree to launch Joint Research and Innovation Mobility Call in 2017

    The first meeting of the Hungarian-Belorussian Science, Technology & Innovation Joint Working Group (STI JWG) was held on 19 April 2016.     The Arctic is both a frontier and gateway to Europe which is threatened by climate change. Today the EU has unveiled an integrated Arctic policy that will focus on climate change, environmental protection, and international cooperation. EU High Representative Federica Mogherini stressed the international dimension:  'The Arctic is crucial in terms of our foreign and security policy as the only place in the world were three continents meet, where the major players like the US, Canada and Russia meet and where several EU members and non-EU members meet.'

    Belarus: Awareness raising campaign on the network of Horizon 2020 National Contact Points

    The network of National Contact Points (NCPs) is the main structure to provide guidance, practical information and assistance on all aspects of participation in Horizon 2020. NCPs are also established in many non-EU countries. An awareness raising and promotion campaign on the national network of NCPs in Belarus was launched in Minsk this month with the support of the IncoNet EaP project. Among other activities, the campaign includes a training for NCPs to be held in Minsk in June and travel grants for participation in the NCP-related events organised by the European Commission and NCP thematic networks in May – July 2016.

    Info on Horizon 2020 Opportunities for Russian Researchers updated in March 2016

    The European Commission's country page for Russia has recently been updated. The PDF contains links to current funding opportunities and important background information for Russian participants. To support Russian participation in Horizon 2020 and in view of the fact that participants from Russia are no longer automatically funded by the EU, the Russian Ministry of Education and Science publishes dedicated calls to offer funding support for Russian Horizon 2020 participants in accordance with its own call procedures.

    Belarus and Georgia agree to cooperate in Science and Technology

    An intergovernmental agreement on cooperation in science and technology between Belarus and Georgia was signed on 22 March 2016 during the visit of Georgia's Prime Minister Mr. George Kvirikashvili to Minsk. In contrast to similar framework agreements signed by Belarus earlier, the one with Georgia does not contain the direct obligation of the parties to provide the financial support for joint activities, e.g. for implementing the joint R&D projects. It states however that the parties will develop a mechanism to ensure the implementation of joint of S&T projects.

    The sister projects InoNet CA and IncoNet EaP are conducting a survey each about the framework conditions and cooperation opportunities of STI in general and more particularly between the EU and their respective target countries. With the related questionnaire they would like to measure the development of potentials of bi-regional Science, Technology and Innovation cooperation over time. Following the first round in 2015 the survey is repeated now to get comparative data for analysis.

    INOGATE final conference: Energy cooperation remains priority for EU’s relations with its neighbours – new energy programme announced

    On 17 March 2016 a high-level conference on energy cooperation with the countries in the Eastern Neighbourhood and Central Asia marked the end of the EU-funded Energy Cooperation Programme INOGATE that lasted for 20 years. On this occasion the European Commission confirmed that energy remains the EU’s priority for future relations with these countries. A new EU regional energy cooperation programme is expected to start in May 2016, according to Maroš Šefčovič, European Commission Vice President of the Energy Union.

    Ukrainian Education and Science Ministry suggests new Financing Scheme for Universities

    According to multimedia platform 'ukrinform.net' the Ukrainian Ministry of Education and Science puts forth its new concept of financing university-level education for public discussion: Under the new funding scheme each university would receive 80% of the previous year's financing volume. The remainder 20% would be expected to be financed according to a number of criteria, inter alia: the number of students with the highest Independent External Assessment grades choosing a particular university; the scope of scientific research at the university; and quality levels of scientific publications.

    Peer Review Database for Experts interested in the Black Sea Region open for registration

    The Black Sea Horizon project contributes to the STI policy dialogue between the EU and the Black Sea region. One concrete aim of the project is to establish a peer review database accessible for funding agencies of the target region. This will be an important tool to conduct evaluations of scientific proposals, to enhance the transparency of the evaluation process, and to respond more effectively and flexibly to the growing workload, particularly in cases where very specialised, unexpected and urgent evaluations may be required. Experts can now register for the peer review database.

    RI-LINKS2UA – New Horizon 2020 project to support Ukraine-EU Research and Innovation Cooperation

    On 25-26 February 2016 the new project 'RI-LINKS2UA - Strengthening Research and Innovation Links towards Ukraine' was launched with a kick-off meeting in Vienna. RI-LINKS2UA is a three year project funded under Horizon 2020, the EU Framework Programme for Research and Innovation. The project joins twelve project partners, coming from the EU Member States (Austria, France, Poland, Estonia, Hungary, Romania, Italy), the EU-Eastern Partnership (Moldova) and, of course, Ukraine. It is coordinated by ZSI (Centre for Social Innovation), Austria.

    Grant Scheme to facilitate the participation of EaP countries in Brokerage Events

    This grant scheme financially supports the participation of local researchers from Eastern Partnership countries in brokerage events related to Horizon2020 in the EU Member States or Associated Countries.     New Russian-German Cooperation on Magnetic Hybrid Materials

    At the beginning of March 2016, a German-Russian research cooperation in engineering, funded by the DFG, is being launched for the first time. For a period of presumably six years, three German and four Russian research groups will jointly enter uncharted territory in the field of magnetic hybrid materials. In Germany, two research groups at TU Dresden and one group at TU Ilmenau will participate. Their undertaking is financially supported by DFG funds. In Russia, universities in Yekaterinburg, Moscow and Perm will partake in the programme, financed by the Russian funding institution RFFI (Russian Foundation for Basic Research – RFBR).

    Ukraine's austerity budget threatens Academy of Sciences reforms

    As science magazine 'nature' reports, Ukraine's parliament passed a law to modernise the ailing National Academy of Sciences of Ukraine (NASU) in January. Yet an austerity budget imposed around the same time makes this impossible to achieve, at least this year. The academy employs some 20,000 scientists. On 26 November, Parliament began to debate a 'law of Ukraine on scientific and technical activity', to strengthen the organisation. But before the law took effect, Ukraine passed its 2016 austerity budget, which allocates a meagre 2.05 billion hryvnia (ca. EUR 69 million) to the NASU – about 12% less than in 2015.

    'Energy Community' invites Armenia to become fully-fledged member

    The Energy Community's Director Janez Kopač met in Yerevan with Armenian Minister of Energy and Natural Resources, Yervand Zakharyan, and invited the country to apply for full membership of the organisation, as the EU Neighbourhood Info Centre reports. Currently, Armenia holds observer status and full membership will benefit the country’s energy market. The 'Energy Community' is an international organisation dealing with energy policy. It was established by an international treaty in October 2005, bringing together the European Union, on the one hand, and countries from the South East Europe and Black Sea region on the other.

    Sumforest Call for 'Sustainable Forests for the Society of the Future'

    The FP7 funded ERA-NET Sumforest has launched a call for transnational collaborative research projects. It focuses on basic and applied research to inform policy decisions and also addresses research issues spanning the whole value chain from forest management to product and service development. Proposals are expected to be transnational, and innovative forms of cooperation are encouraged. Belarus and Russia are involved as funding partners, thus the call is open to participation from Belarus and Russia. Consortia may also include partners from other non-EU countries, but they will have to cover their own expenses.

    Georgia will introduce German model of Higher Education

    Georgia’s Prime Minister Giorgi Kvirikashvili says Georgia will introduce the German model of higher education where the Government will fund the most needed professions, as 'Agenda.ge' reports. While meeting businessmen in capital Tbilisi, PM Kvirikashvili spoke about the necessity of a systemic reform of higher education in Georgia.     EBRD, EU and GEF promote climate change mitigation in Ukraine

    The European Bank for Reconstruction and Development (EBRD) is owned by 65 countries, the European Union and the European Investment Bank. The Global Environment Facility (GEF) was established on the eve of the 1992 Rio Earth Summit, to help tackle our planet’s most pressing environmental problems. Ukraine has become the newest member of the EBRD’s Finance and Technology Transfer Centre for Climate Change (FINTECC) programme designed to transfer technology in the area of climate change mitigation and adaptation.     European Union and Kyrgyz Republic cooperate on the environmental remediation of uranium mining legacy sites

    Neven Mimica, European Commissioner for International Cooperation and Development, recently met Erlan Abdyldaev, Minister of Foreign Affairs of the Kyrgyz Republic, to discuss their common support for the creation of a multi-donor Fund, the Environmental Remediation Account for Central Asia (ERA), which will finance physical environmental remediation projects. Commissioner Mimica and Minister Abdyldaev welcomed the joint cooperation on the environmental remediation of uranium mining legacy sites, which nonetheless still pose a grave threat to the environment in Central Asia.

    CREMLIN project now online

    The CREMLIN project ('Connecting Russian and European Measures for Large-scale Research Infrastructures') aims to create stronger links between European and Russian research institutions in the area of large-scale facilities and enable a more intensive STI cooperation, both at a scientific level and at a research policy level. While Russia participates in European research facilities such as the European XFEL, FAIR, ESRF or the LHC experiments at CERN, CREMLIN should also support EU scientists to become more engaged in major Russian projects.     Scholarships in Poland for Young Scientists from Eastern Europe, Russia, Central Asia and the Caucasus

    The Polish government grants scholarships to young scientists for a research stay at Polish universities from September 2016 till June 2017. The programme is dedicated to citizens of: Belarus, Ukraine, Moldova, Russia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan, Armenia, Azerbaijan and Georgia. Candidates have to have a Bachelor or Master diploma in humanities or social sciences. Knowledge of the Polish language is also required in order to be able to understand the lectures.

    OECD Main Science and Technology Indicators continue downwards trend

    Provisional data for 2015 published in January 2016 indicates that public R&D budgets in the OECD area continued their downward trend since 2010 after briefly stabilising in 2014. Among countries for which 2015 data are available, two thirds have decreased their R&D budgets in real terms and the estimated area total has dropped by 1.3%. In a number of cases, this decline may have been mitigated through growing support through R&D tax incentives, which have been increasing in relative importance over time.

    Russian Parliament discusses plans to fight brain drain

    As University World News report, the Russian Duma is to draw up proposals to impose restrictions on the employment of graduates of national universities abroad, with the aim of preventing further brain drain out of the country. It is planned that these restrictions will mainly involve imposing financial sanctions on graduates of Russian universities who studied at state-funded Russian colleges and universities and did not pay for their education. Data from the Russian Ministry of Education and Science suggests that about 15% of graduates of Russian universities find a job abroad each year.

    A team of 11 partners will conduct research on developments in the Eastern Neighbourhood. The EU-STRAT project (‘The EU and Eastern Partnership Countries: An Inside-Out Analysis and Strategic Assessment’) will address two main questions: First, why has the EU fallen short of creating peace, prosperity and stability in its Eastern neighbourhood?     EU Bank supports Ukraine's agri-food sector as EU-Ukraine Free Trade Area comes into force

    The European Investment Bank (EIB) lends EUR 400 million to Ukraine to finance projects implemented primarily by SMEs and Mid-caps in the agri-food sector, in order to help the country benefit from the opportunities offered by the Deep and Comprehensive Free Trade Area (DCFTA) which has come into force on 1 January 2016 as part of the Association Agreement between Ukraine and the European Union. Potential beneficiaries include not only farmers, processors, storage and logistics operators, but also testing laboratories, research and education institutions and extension services that contribute to the functioning of target value chains.

    EU and Kazakhstan sign Enhanced Partnership and Cooperation Agreement

    Federica Mogherini, High Representative for Foreign and Security Policy/Vice-President of the European Commission and her counterpart, Erlan Idrissov, Minister of Foreign Affairs of the Republic of Kazakhstan, have signed the 'EU-Kazakhstan Enhanced Partnership and Cooperation Agreement' in Astana on 21 December 2015. The Agreement will reinforce cooperation in some 29 key policy areas, including energy, environment and climate change, education and research.The new Agreement will replace the Partnership and Cooperation Agreement that has been in force since 1999.     Armenia to join Horizon 2020 soon

    As the website 'Horizon2020 Projects' reports, the European Commission will soon sign a deal with Armenia to enable its participation in Horizon 2020. The original announcement was made by the Armenian Minister of Education and Science, Armen Ashotyan, following talks in Brussels. According to his Facebook page, the deal will be signed in 2016. The minister wrote: 'The agreement is to be signed in January next year. Our scientists are expected to become full beneficiaries of the mega-project.' Brussels and Yerevan have been negotiating Armenia’s participation in the EU research and innovation framework programme during the last few months.

    Russia to increase fundamental research financing to $2 billion in 2016

    As Russian news agency TASS reports, the Russian Government will scale up fundamental research financing to 135 bln rubles ($2 bln) in 2016, Prime Minister Dmitry Medvedev said on 10 December at the ceremony of granting 'Cabinet Awards in Science and Technology 2015'.     Germany's Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) is responsible for a wide range of government policies reflected in its name. Since 2000, BMUB’s Advisory Assistance Programme (AAP) has supported the countries of Central and Eastern Europe, the Caucasus, Central Asia and other EU neighbouring regions in a development which is aligned to European environmental standards. A new brochure available in German, English and Russian presents the AAP, its framework and motivation.

    Black Sea Horizon Project prepares Workshops to identify 'Pertinent Topics for RTI Cooperation'

    The workshops are scheduled for March 2016, focusing on three thematic fields 'sustainable agriculture', 'resource efficiency and environment', and 'chemistry and smart materials'. They will take place in Sofia, Moscow and Tbilisi, with the participation of eminent researchers from EU and non-EU Black Sea countries.     Moldova's new 'Sustainable Energy Information Centre' announced at Eco Energetică Awards

    The establishment of a national Sustainable Energy Information Centre for Moldova with the support of experts from the EU-funded energy programme INOGATE was announced at Moldova’s Eco Energetica Awards on 4 December. The Centre, which will officially be opened in March 2016, will be a hands-on, learning environment to create greater awareness of energy efficiency (EE) and renewable energy (RE) among householders, energy managers and other stakeholders in the public and private sectors.

    1st 'State of the Energy Union Report' published

    The 'State of the Energy Union Report', published for the first time on 18 November, shows that progress has been made since the adoption of the Energy Union Framework Strategy nine months ago. On climate change, the report highlights Europe's contribution to the Paris negotiations. At this stage, more than 160 countries representing more than 90% of global emissions have presented their contributions to the Paris Agreement. The EU submitted in this process a binding domestic economy-wide emissions reduction target of at least 40% by 2030 compared to 1990 levels.

    Improved access to finance for SMEs in Tajikistan

    A lack of access to credit is a major challenge for small and medium-sized enterprises in developing countries. In Tajikistan, one of the lesser developed countries of Central Asia, DEG – Deutsche Investitions- und Entwicklungsgesellschaft mbH, is focusing on setting up a credit guarantee fund. DEG is the initiator of the Credit Guarantee Fund Tajikistan GmbH (CGFT), and is contributing EUR 5 million to capitalise the guarantee fund. Further sponsors are the Development Bank of Austria (OeEB), which is also providing EUR 5 million, and the Dutch development bank FMO with a contribution of EUR 2.5 million.

    BILAT-RUS Advanced Project completes its Activities

    The project comprised 16 partners from the EU Member States and Russia, who collaborated to enhance the bilateral science, technology and innovation partnership between the Russian Federation and the EU Member States and Associated Countries. The project was coordinated by the DLR Project Management Agency, a part of the German Aerospace Center, and financed under the European Union’s 7th Framework Programme. BILAT-RUS Advanced was also entrusted with the coordination of activities within the 'EU-Russia Year of Science, Technology and Innovation 2014'. The main project outcomes are available on the BILAT-RUS Advanced website.

    Horizon 2020 work programme for 2016-2017 published

    The European Commission will invest almost €16 billion in research and innovation in the next two years under Horizon 2020, the EU's research and innovation funding scheme, following a new work programme for 2016-17 adopted on 13 October. It will support a range of cross-cutting initiatives: the modernisation of Europe's manufacturing industry (€1 billion); technologies and standards for automatic driving (over €100 million); the Internet of Things (€139 million); Industry 2020 in the Circular Economy (€670 million); and Smart and Sustainable Cities (€232 million).     NATO tests telemedicine system in Ukraine

    NATO is developing a multinational telemedicine system to improve access to health services and increase survival rates in emergency situations, including in remote areas. The technology was successfully live tested in Lviv, Ukraine. Once developed, the system will have a dual-use for both civilian and military application. Portable medical kits allow first responders to connect to the system to receive advice from medical specialists. Through the use of modern communications technologies, an international network of medical specialists will be able to assess the patient, determine the diagnosis and provide real-time recommendations.

    Presidents Poroshenko and Nazarbayev sign Ukraine-Kazakhstan Action Plan for 2015-2017

    On October 8-9, 2015, at the invitation of President of the Republic of Kazakhstan N.A. Nazarbayev, President of Ukraine P.O. Poroshenko made an official visit to the Republic of Kazakhstan. The Presidents of Ukraine and Kazakhstan expressed willingness to further deepen Ukrainian-Kazakh relations in political, trade-economic, scientific-technical, cultural, humanitarian and other spheres. Following the summit talks, the Ukraine-Kazakhstan Action Plan for 2015-2017 ('Roadmap - 5') was signed. It identifies the key vectors of bilateral cooperation for the near future.

    ERA.Net Plus with Russia publishes lists of Funded Projects 2015

    The ERA.Net RUS Plus Group of Funding Parties  has selected 18 'Innovation' and 45 'Science & Technology' projects to be funded with a national financial volume of EUR 20 million including a topping-up from the EU of EUR 3.5 million.     The 'Horizon 2020 Week – 2015' was held in Minsk on 21-25 September 2015. It presented opportunities for Belarusian research organisations and businesses to participate in the Horizon 2020 calls for proposals 2016-2107. For Belarus, the start of Horizon 2020 has been quite promising: upon the results of the first year, 11 projects with national participants have already brought around 1,5 mln EUR.     The S3 Platform assists EU countries and regions to develop, implement and review their Research and Innovation Strategies for Smart Specialisation (RIS3). In 2014 the European Commission launched  the 'Cohesion Policy and the synergies with the research and development funds: the Stairway to Excellence (S2E)' project within the Smart Specialisation Platform (S3P).     The current security crisis in Ukraine has impacted scientific infrastructure and education institutes in the country. Through NATO’s Science for Peace and Security (SPS) Programme, the Alliance is engaging Allied and Ukrainian scientists and experts in practical cooperation, forging research networks and supporting capacity building in the country.     Energy tour in Belarus to foster Green Economy

    The main organisers of this event were the project 'Supporting the Transition to a Green Economy in the Republic of Belarus', funded by the European Union and implemented by the United Nations Development Programme, and the NGO 'Center of Ecological Solutions'. Events of the Energy Tour were held on July, 15 in Starobin (Minsk region), and on July, 16 in Zhitkovichi city (Gomel region).     On 1/2 July 2015, 20 funding parties from Austria, Belgium, Estonia, Finland, France, Germany, Latvia, Moldova, Poland, Romania, Slovakia, Switzerland, Turkey and Russia met at Saint Petersburg State University to take a final decision on multilateral research projects to be funded in the framework of the ERA.NET Plus with Russia, an initiative supported under the EU’s Seventh Framework Programme for Research (FP7). 62 EU-Russia cooperation projects are being funded with EUR 20 million.

    Horizon 2020 project information now available on CORDIS

    Over 4000 project factsheets from Horizon 2020 – the first wave of the EU's biggest ever research and innovation framework programme – can now be browsed and searched on CORDIS, which is continuing its role as the European Commission's primary public repository, containing over 100 000 EU-funded research projects and results stretching back 25 years and now extending its services to Horizon 2020 projects.

    Clima East project brings EaP countries together for climate change meeting with EU and Latvian officials

    The EU-funded Clima East project, which helps Eastern Partnership countries to be better prepared to deal with climate change impacts, held a meeting in Riga last week to discuss ongoing UN negotiations on climate change. The two-day meeting was attended by representatives of the ministries dealing with Climate Change from the six EaP countries as well as officials from Latvia and the European Commission’s Directorate General for Climate Action.

    Today is the last day of the BILAT-UKR*AINA project (Enhancing the BILATeral S&T Partnership with UKRraine * Advanced INnovative Approach), which has supported research, technology and innovation cooperation between the EU and Ukraine since 2012.     'Blue Guide' on EU requirements for products now available in Ukrainian

    Ukrainian producers can now get acquainted with the EU Blue Guide in Ukrainian language to better understand the EU product rules and their application across different sectors of the single market. This publication of the European Commission aims to promote understanding of the regulatory regime of EU products. It is widely used in practice by economic entities, including manufacturers, importers and distributors which are operating in the EU or supply their products to the European market. The Blue Guide is a thorough manual for conformity assessment bodies and authorities of the Member States of the EU.

    Council of the EU adopts Conclusions on the EU Strategy for Central Asia

    Considering Central Asia as a region of strategic importance, the European Union has committed to establish a strong, durable and stable relationship with the five Central Asian countries. Eight years after the adoption of the Central Asia Strategy, the Council welcomes the substantial progress achieved in developing the EU's relations with Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan as well as with the Central Asian region as a whole.

    EU further supports Ukraine’s reform agenda and its economic recovery

    Johannes Hahn, EU Commissioner for Neighbourhood Policy, and Ukraine's Economy Minister, Aivaras Abromavicius, yesterday signed a financing agreement worth €55 million for the programme 'EU Support to Ukraine to Re-launch the Economy' (EU SURE). On his visit to Ukraine the Commissioner said the EU SURE programme would support the development of SMEs and the recovery of those regions most affected by the conflict.

    European Parliament emphasizes the need to promote cooperation with Russian researchers

    In a resolution on the state of EU-Russia relations adopted on 10 June 2015, the European Parilament 'underlines the need to promote, as much as possible, people-to-people contacts and to maintain, despite the current state of relations, strong dialogue and cooperation between EU and Russian students and researchers'. While the overall tone of the resolution is critical, it allso stresses that 'a constructive relationship between the EU and Russia must be sought in the long run, in the interest of both parties and with a view to facing common global challenges'.

    Horizon 2020 kick-starts Bio-based industries in Europe with €50 million

    The first ten projects of the new Bio-Based Industries Joint Undertaking (BBI JU), a partnership between the EU and industry, will get underway with a total of €50 million from Horizon 2020, the EU's research funding programme, and a further €28 million from the industry. This is thanks to the signature of the grant agreements finalised on 15 June 2015.

    With tensions in Ukraine rising and the country's future uncertain, CRDF Global has created a new emergency fund to support scientists and innovators. While Ukraine has an established system of science and higher education it has been severely affected by a lack of funding and security due to the current crisis. Accompanying the announcement of the 'Emergency Fund for Ukraine's Scientists and Innovators', Serhiy Kvit, Ukraine's Minister of Education and Science, released a statement outlining the significance of this new effort.

    Belarus: Research priorities for 2016–2020 approved

    The list of research priorities for Beralus in the years 2016–2020 has been approved by the Resolution of the Council of Ministers. There is one importante change in comparison the S&T priorities for 2011–2015: Almost all the priorities have been formulated more vaguely, e.g. 'Medicine and Pharmacy' instead of 'Medical, Diagnostic, Preventive and Rehabilitative Technologies, Cellular and Molecular Biology Technologies in Medicine, Apparatus and Instruments for Medical Purposes'. Moreover, in the previous budgetary cycle, each priority was further divided in 6-16 sub-priorities, while now, it seems, almost every sub-topic can be supported.

    EaP Index 2014 shows mixed results on the way to European integration

    The new 2014 edition of the 'The European Integration Index for Eastern Partnership Countries' has been published. Measuring annual trajectory of the Eastern Partnership countries towards the European integration, the 2014 edition shows a mixed set of results for the six Eastern partner countries: Moldova and to an even greater degree Georgia continued steady progress in integration with the EU; Armenia and Ukraine experienced a stop-and-start trajectory, and a range of internal and external challenges.

    Moldova joins the Creative Europe Programme

    The agreement will allow Moldova to participate in Creative Europe, the EU programme for the cultural, creative and audio-visual sectors. Joining Creative Europe will let Moldovan cultural and creative organisations collaborate with counterparts from all over Europe and access funding for cultural cooperation projects, subscribe to literary translation schemes, and join European cultural networks.

    Ukraine's Science Minister recommends to sign Agreement on Horizon 2020 Participation soon

    As 'Pan European Networks' reports, the Ukrainian Minister for Science and Education, Serhiy Kvit, is encouraging his government to get involved in the EU’s current research and innovation framework programme. Speaking at a cabinet meeting, Kvit said that at 'this time when we have significant problems with funding of the scientific research, our universities, our research investments must get access to such a big grant programme.' The minister also pointed out that association agreement with the European Commission to participate in Horizon 2020 needs to be signed by 20 March 2015.

    Nürtingen-Geislingen University now coordinates German Agricultural Centres in Kazakhstan and Ukraine

    Since the beginning of this year, the University of Economics and Environment, Nürtingen Geislingen (HfWU) has been running the German Agricultural Centres (DAZ) in Ukraine and Kazakhstan, which were founded in 2009 and 2011 respectively. The agricultural centers are training, demonstration and research institutions which contribute to the modernisation of agriculture in these countries. The centres are supported by a group of leading European companies from the agricultural sector. They are financially supported by the German Federal Ministry of Food and Agriculture (BMEL).

    'Polish Erasmus for Ukraine' – Poland supports Ukraine in Higher Education

    Poland's Ministry of Science wants 400 more students and 50 graduate students from Ukraine to start studying in Poland in February 2015 - said Polish Minister of Science Lena Kolarska-Bobińska, who met with the Minister of Education and Science of Ukraine, Serhiy Kwit in late January. The Polish Science Minister visited Kiev as a member of the government delegation of Prime Minister Ewa Kopacz, which met with Ukrainian President Petro Poroshenko and Prime Minister Arseniy Yatsenjouk.

    ISTC – International Science and Technology Center discusses Scientific Strategy

    Founded in 1992 as a multigovernment nonproliferation programme, ISTC has become an organisation connecting scientists from Russia, and other CIS countries with their peers in the EU, Japan, Republic of Korea, Norway and the United States. On 25 February a 'Scientific Strategy Meeting' in Brussels will discuss future scientific priorities and funding mechanisms. The new ISTC Headquaters have already taken office on the premises of Nazarbayev University in Astana, Kazakhstan. The Moscow office is expected to close in 2015.

    Russian science minister Livanov announces support for research in 'promising areas of multilateral cooperation' under Horizon 2020

    In an interview with weekly science magazine 'nature', Dmitry Livanov said that the government is planning support for researchers in potential areas of international collaboration under Horizon 2020. Like other industrialised countries and emerging economies Russia is not eligible for funding from the European Commission. Livanov announced a scheme to support Russian researchers’ participation in Horizon 2020 for next year. The minister specifically mentioned 'Future Emerging Technologies and ERA-NET projects' as areas of cooperation.

At the meeting, senior experts and policy-makers from the EU Member States and Associated Countries as well as high-level stakeholders from Armenia, Georgia and Kyrgyzstan specified the areas to be reviewed and set a time schedule for the on-site visits of the three expert panels in March/ April 2015.

    ‘Noah's Ark’: Russia to build world's first DNA databank of all living things

    Moscow State University (MSU) has been awarded Russia’s largest-ever science grant for the project ‘Noah’s Ark’ on the construction of a 430 sq km facility to hold DNA. If the project is successful it will hold DNA samples from every known species, living and extinct, by 2018. The database will collect biomaterials from all of MSU’s scientific branches including the zoological museum, botanical garden and anthropological museum. All of the universities departments will be involved in the project including research and collecting materials.

    Kazakhstan-UK: The 'Newton – Al-Farabi Partnership Programme' supports capacity building, people exchange and joint centres

    The Newton Fund is part of the UK’s official development assistance. Its aim is to develop science and innovation partnerships that promote the economic development and welfare of developing countries. The 'Newton – Al-Farabi Partnership Programme' is a five-year, £20 million joint programme launched in 2014 by the UK Government and the Government of the Republic of Kazakhstan. The programme will initially support capacity building, people exchange and joint centres. By working together on bi-latereal programmes the UK and Kazakhstan hope to build strong, sustainable, systemic relationships in research and innovation.

    Kyrgyzstan Virtual Science Library introduces remote log in feature

    The Kyrgyzstan Virtual Science Library has launched a remote log in feature, which will allow researchers to log into the VSL through any internet connection. Remote log in will facilitate the viewing and downloading of peer-reviewed journal articles by allowing graduate students, professors, and researchers to enter the VSL portal at their universities, libraries, home computers, or even abroad. To register, each user is required to provide basic contact information and the institution with which he/she is affiliated.

    Azerbaijan increases its international science cooperation

    In recent years, international cooperation of Azerbaijan National Academy of Sciences (ANAS) has increased significantly. Connections with the academic institutions of foreign countries and international organisations has entered a new stage according to the President of ANAS, academician Akif Alizadeh, who emphasizes the great importance of relations with foreign countries and the benefits gained from their experience. He stresses the interest of scientific institutions in Horizon 2020 and notes that, to ensure the active participation of scientists in the programme, national focal points for 16 priority areas habe been identified.

    The wealth of the European Union's scientific research is to be made open to all. A year after the start of the EC's Horizon 2020 framework programme, OpenAIRE enters a new phase of funding with a continuation project: OpenAIRE2020, starting in January 2015. The initiative will implement the H2020 Open Access policies and mandates for publications . 50 partners, from all EU countries, and beyond, will collaborate to work on this large-scale initiative that aims to promote open scholarship and substantially improve the discoverability and reusability of research publications and data.

    First figures of EAP Index 2014 presented at the 'Eastern Partnership Civil Society Forum Assembly'

    Early EaP Index 2014 results were presented at the 'Eastern Partnership Civil Society Forum Assembly', which took place in Batumi, Georgia, on 20-21st of November. The figures were rather preliminary, but it is noteworthy that Georgia and Moldova are taking the first places across the 3 dimensions of the Index (Linkage, Management, Approximation). The new edition of the Index is currently being finalised and will be presented within the next weeks. The European Integration Index for Eastern Partnership Countries is a tool of civil society monitoring and serves as a speedometer of European integration for EaP countries.

    Boosting scientific cooperation with Ukraine

    Ukraine is now the top beneficiary of the NATO Science for Peace and Security (SPS) Programme, according to a feature article on the NATO website. Practical, scientific cooperation with the country is being increased substantially in response to the crisis in Ukraine. Previously, Russia received the most SPS funds but cooperation has been suspended until further notice. The SPS Programme is a NATO policy tool that enhances cooperation and dialogue with all partners, based on scientific research, innovation, and knowledge exchange. It provides funding, expert advice, and support to security-relevant activities.

    In an acrticle for 'Visegrad Insight ' Michał Romanowski, program coordinator at the German Marshall Fund of the United States in Warsaw, reflects on the role the Visegrad Group countries (the Czech  Republic, Hungary, Poland and Slovakia, in short: V4) could play in successfully integrating the countries of Central Asia. He sees some parallels between the two regions: Similarly to the V4 countries, Central Asia is caught between the two worlds – the East and the West, and both regions have comparable populations ranging around 60 million. But there are also major differences.

    Policy Background: Should the EU rethink relationships in Europe’s East?

    Moldovan Innovations awarded in Brussels

    Moldovan inventions were presented at the 63rd edition of 'Brussels Innova', the world exhibition on inventions, research and new technologies, which was held from 13-15 November 2014. The Republic of Moldova was represented by the Agency for Innovation and Technology Transfer, and the State Agency on Intellectual Property. They showcased nine new products developed in the last two years. Following the assessment of an international jury, Moldovan inventors were awarded six gold medals, two silver medals, one bronze medal, and two special prizes.

    CERN has launched its Open Data Portal where data from real collision events, produced by experiments at the Large Hadron Collider (LHC) will for the first time be made openly available to all.     UNECE to help Armenia reform innovation policies

    On the occasion of the official launch of the UNECE Innovation Performance Review of Armenia in Yerevan on 14 November 2014, the two sides agreed to cooperate on innovation policy reform. Under the agreement, which is to be signed at the 66th session of the Economic Commission for Europe in April 2015, UNECE will provide policy advice and capacity building services to Armenia over the coming three years to strengthen the innovative capacity of the Armenian economy. Armenia also invited UNECE to conduct a second Innovation Performance Review in 2017 to assess progress.

    Twinning Grants – Information now also available in Russian

    Twinning has a long tradition in Europe as an efficient instrument in the capacity building process. It was successfully used in the building of the governmental capacities in the New Member States and afterwards it was inherited in many other areas. The IncoNet CA & EaP grant scheme is envisaged to become a tool for developing sustainable cooperation between experienced partners from the EU and from Central Asian and Eastern Partnership countries.

    Discussing the the future of innovation policy

    A new European Commission is about to take office, and an updated UK strategy for science and innovation is expected in the next few weeks, so this might be a good moment to debate the future of innovation policy.     Tajik-German project CADEX investigates dust over Central Asia

    The dust over Central Asia plays a crucial role in Central Asia’s climate change. To understand this, knowledge about the dust’s properties and transport needs to be gained. On that account, the Academy of Sciences of Tajikistan and the Leibniz Institute for Tropospheric Research (TROPOS) will conduct a joint measurement campaign until fall 2016. A cooperation agreement was signed by both partners whereby the basis for the joint Tajik-German project CADEX (Central Asian Dust Experiment) was set up.

    Russia invites China to participate in the construction of hybrid nuclear reactor

    Russia is developing a hybrid nuclear reactor that uses both nuclear fusion and fission, according to Mikhail Kovalchuk, Director of the National Research Center 'Kurchatov Institute', and Corresponding Member of the Russian Academy of Sciences (RAS). He added that the project is open for international collaboration, particularly from Chinese scientists. The new hybrid nuclear reactor will use a fusion reaction as a source of neutrons to initiate a fission reaction in a 'blanket' of traditional nuclear fuel. The approach is supposed to have a number of potential benefits in terms of safety, non-proliferation and the cost of generated energy.

    Cooperation projects play important role in EU-Russia science partnership

    Since 2005 the EU and Russia have committed to creating a 'Common Space on Research, Education and Culture'. An article on the web portal of the European Commission highlights the role of ERA.Net RUS and BILAT-RUS in developing this 'Common Space'. While BILAT-RUS promoted the Science & Technology (S&T) potential between Russia, the EU, Candidate Countries and other Associated Countries, ERA.Net RUS focused more on enhancing the joint funding mechanism. ERA.Net RUS Plus and BILAT-RUS-Advanced are seen as an important next step to completing the European Research Area (ERA).

    New guide on EU funding for regional authorities and SMEs that develop dual use technologies

    A new publication has been released this month by the European Commission's Directorate General for Enterprise and Industry. The guide is intended for small and medium-sized companies developing technologies for use on both civil and military markets (so called 'dual use' technologies) and presents opportunities offered by Horizon 2020 and COSME (the EU programme for the Competitiveness of Enterprises and Small and Medium-sized Enterprises).     4th Meeting of EU-Tajikistan Cooperation Council: EU announces further support for development

    The European Union and the Republic of Tajikistan held their fourth Cooperation Council meeting on 20 October 2014. During the Cooperation Council, the European Commission also announced new development funding of €251 million to Tajikistan for the period 2014-2020.     FIBAA now listed in Kazakh National Register of Accreditation Institutions

    FIBAA is a European, internationally oriented agency for quality assurance and quality development in higher education. In June 2014, the Kazakh Ministry of Education and Science decided to include FIBAA to the National Register of Accreditation Agencies. FIBAA's decisions on accreditation of study programmes at Kazakh Higher Education Institutions (HEIs) are thus recognised by the Ministry. The listing of foreign accreditation agencies in the Kazakh national register is valid for five years. FIBAA is now qualified to conduct programme accreditation procedures in Kazakhstan until June 2019.

    Modification of the H2020 Model Grant Agreement

    The European Commission has recently published an updated version of the Model Grant Agreement. The changes regard article 20.6 concerning the conversion of foreign currencies into euro, the regulations of article 21.2. concerning the possible option of the pre-financing payment 10 days before the start of the project, and article 38.1.2. referring to the use of EU-emblems by the projects. The updated Model Grant Agreement with detailed information about the changes has been published on the participant portal under 'Reference Documents' (see 'Model Grant Agreement -> General Grant Agreement').

    From 23 until 30 August 2014, the third workshop of the online master programme  'Studies on the EU and Central Asia in the International System' (EUCAIS) took place in Almaty, Kazakhstan.     The European Parliament gave its consent to the EU-Ukraine Association Agreement, which includes a Deep and Comprehensive Free Trade Agreement (DCFTA), on Tuesday in Strasbourg.     Summer Academy on EU Legislation in Russian language for Law Students from Russia and Kazakhstan

    The Wismar University of Technology, Business and Design  recently hosted a Summer Academy on the basics of the common legislation of the EU Member States. 'Common legislation is also of interest for the countries of the former Soviet Union, not only against the backdrop of the need to build their own legal systems , but also concerning the goal to harmonise law in growing economies,' says Dr. Jur. Habil. Hans-Joachim Schramm, who teaches at the Faculty of Economics. The students came from the renowned Pambouka Institute in Moscow and the Al-Farabi University in Almaty.     The Global Innovation Award 2014

    The Global Innovation Award, supported and sponsored by the ESASTAP Plus project, aims to recognise the most innovative start-ups outside the EU that bring new technologies, products or services to market. Nominated start-ups must have been formed outside the 28 EU member states, G8 member states and FP7 associated countries after 1 January 2011. A high-level selection committee will review the nominations and shortlist finalists in July 2014.     The first IncoNet EaP Policy Stakeholders Conference successfully organised by IncoNet EaP took place in Yerevan on 15-16 May 2014.     Public consultation on the Europe 2020 strategy

    Europe 2020 is the European Union’s strategy for smart, sustainable and inclusive growth. It aims to achieve a knowledge-based, competitive European economy while preserving the EU's social market economy model and improving resource efficiency. Five headline targets have been set for the EU to achieve by the end of 2020. These cover employment; research and development; climate/energy; education; social inclusion and poverty reduction.     1st version of DESCA 2020 Model Consortium Agreement now available

    The signature of a Consortium Agreement between the partners of a research project is mandatory for almost every Horizon 2020 project. The European Commission offers general guidance for the drafting of consortium agreements but does not endorse a specific form. DESCA (Development of a Simplified Consortium Agreement) is a comprehensive Model Consortium Agreement which offers a reliable frame of reference for project consortia. It is a simple and comprehensive model Consortium Agreement with a modular structure, stripped of all unnecessary complexity in both content and language, which was developed by a Core Group of expert organisations.

    Regional Training for Central Asian NCPs held in Istanbul

    A training activity for National Contact Points (NCPs) in Central Asian countries was organised by TÜBİTAK in Istanbul on 12-13 March 2014 under Task 4.3 'Promotion of Horizon2020' of the IncoNet CA Project. 14 NCPs from 5 Central Asian countries (Kazakhstan, Tajikistan, Uzbekistan, Turkmenisatan and Kyrgyzistan) and 4 trainers attended the event. Representatives of experienced EU MS/AC NCPs gave presentations about the role of National Contact Points within 'Horizon2020', the EU's current framework programme for research and innovation. Active participation of the trainees were promoted by organising group activities.

    EAST-HORIZON and EECA-2-HORIZON – expanding ICT cooperation between the EU and its Eastern Neighbours

    The joint Kick-off Meeting of two new ICT projects took place in Thessaloniki, Greece, on 20-21 February 2014.  'EAST-HORIZON – Fostering Dialogue and Cooperation between the EU and EECA in the HORIZON 2020 perspective' and 'EECA-2-HORIZON – Bringing the EU-EECA Cooperation and Policy Dialogue in ICT in the HORIZON 2020 Era' make a logical follow-up of the previous FP7 ICT projects which have been implemented since 2009 (currently one project is at the final phase), namely:  EXTEND, SCUBE-ICT, ISTOK-SOYUZ and PICTURE.     European Commission launches negotiations with Georgia to join the Energy Community

    On 20 February 2014 the European Commission and Georgia launched negotiations for Georgia's accession to the Energy Community. The negotiations in Tbilisi were held in the presence of Energy Commissioner Günther Oettinger, for the European Commission and Prime Minister Irakli Garibashvili, Vice-Prime Minister as well as Minister of Energy Kakha Kaladze, for Georgia. By becoming Member of the Energy Community and implementing EU energy legislation Georgia will have closer ties with EU's single energy market. This will attract investments and increase the financial sustainability of the energy sector.

    Renewable Energy Resources in Uzbekistan

    On 7 Feburary 2014 the World Bank (WB) and the Uzbek government signed two agreements totaling $52.7 million for projects in the agricultural sector, reported RIA Novosti with reference to a WB representative in Uzbekistan. Included in this is a U$12.699 million grant for Uzbekistan for the development of agriculture and to mitigate the consequences of climate change. The grant has been allocated from the Global Environment Fund. The funds will be spent on the construction of 50 biogas plants, 14 solar mini-installations, as well as five pumping stations, working on renewable energy farms in eight regions of the country.

    First English language Scholarly Journal on Economics launched in Russia

    The Financial University under the Government of the Russian Federation has recently launched the first English-language academic journal on business and economics published in Russia: 'ROBES – Review of Business and Economics Studies'. ROBES is a peer-reviewed scholarly international journal, published in English with Russian abstracts. The journal’s mission is to provide scientific perspective on wide range of topical economic and business subjects.     Simplifying Participation in COST Activities

    COST is an intergovernmental framework for European Cooperation in Science and Technology, allowing the coordination of nationally-funded research on a European level. Setting up or participating in a COST Action is easy – but from 28 June 2013 it has become even easier! COST recently revised the rules for participation in COST activities to make them more inclusive, user-friendly and responsive to scientists’ networking needs.

    EU supports establishment of Regional Bio-safety and Bio-security Training Centre in Tajikistan

    A newly created Bio-safety and Bio-security Training Centre in Dushanbe was opened at the Institute of Botany of the Tajikistan Academy of Sciences at the end of June. The Centre, the first for bio-safety and bio-security training in the country, is the main outcome of a project funded by the European Union titled 'Creation of Regional Biosafety Training Centre in Dushanbe for Capacity Building for Tajikistan and Afghanistan Professionals'.

    Recent Publication: Innovation Performance Review of Ukraine

    The Innovation Performance Review of Ukraine continues the series of national assessments of innovation policies initiated by the earlier Reviews of Belarus and Kazakhstan. These policy advisory exercises draw on the experience accumulated by the United Nations Economic Commission for Europe (UNECE) in the identification of good practices and policy lessons in the area of knowledge-based development, with particular reference to the problems of countries with economies in transition.

    Gerda Henkel Foundation: Central Asia Programme now integrated into the Foundation's regular grant programme

    From 2004 to 2013, the Gerda Henkel Foundation offered a programme to support outstanding scholars whose research is focused on Central Asia, mainly on Kazakhstan, Kyrgyzstan, Mongolia, Northern Afghanistan, Southern Siberia, Tadzhikistan, Tibet, Turkmenistan, Uzbekistan and Xinjiang. After 10 years of existence, the Special Programme Central Asia, after a last deadline in the end of June 2013, has been integrated into the Foundation's regular grant programme.  Applications from researchers from Central Asia or topics related to Central Asian history will now be considered within the Foundation's Research and PhD Grant Programme.

    Belarus’ scientist awarded by International Society of Electrochemistry

    An award of the International Society of Electrochemistry (ISE) was presented to young Belarusian scientist Alexander Bondarenko, graduate of the chemical faculty of the Belarusian State University, for his research in the field of electrocatalysis and new methods of interface characterisation. Currently Alexander Bondarenko leads a team of young researchers at the Center for Electrochemical Sciences, Ruhr-Universitat Bochum (Germany).

    Shota Rustaveli National Science Foundation and the National Research Council of Italy announce a Call for Joint Research Projects

    Russian-German Science Slam 2013 – deadline extended to 4 August

    Academic competition, entertaining presentations: Six young scientists from Germany and six from Russia will have no more than ten minutes time to present their current research results to an enthusiastic audience. Anything goes, whether common presentation techniques or expressive dance, whether free speech or experiments on the stage. The organisers invite young scientists from every discipline to apply for participation in the science slam in September. Both Russian and German slammers will present in their native languages with simultaneous translation. Deadline for applications is now 4 August 2013.

    Agreement on Horizon 2020 endorsed

    On 17 July the Committee of Permanent Representatives endorsed the agreement on the 'Horizon 2020' programme for research and innovation for the years 2014 to 2020. The agreement paves the way for the formal adoption of the 'Horizon 2020' legislative package by the European Parliament and the Council through a vote in the coming months. Horizon 2020 will replace the EU's 7th Research Framework Programme (FP7), which runs until the end of 2013. Compared with FP7, the new programme is expected to further eliminate fragmentation in the fields of scientific research and innovation.

    EraSME 13th Call for Proposals – open to participation from Russia – Deadline: 27 Sep 2013

    EraSME strives to strengthen the market position of Small and Medium-sized Enterprises (SMEs) by facilitating transnational cooperation with other SMEs and Research and Technology Organisations (RTOs) to develop new or improve existing products, processes or technical services. In contrast to other initiatives on European level, EraSME is not only geared towards high-tech companies, but also applicable for low-tech companies with concrete ideas with short development time and good market opportunities.     EU signs 20 million EUR support programme for the education sector in Kyrgyzstan

    On 11 July 2013 the European Union and the Government of the Kyrgyz Republic have signed a financing agreement to support education reform in Kyrgyzstan for a total EU contribution of 20 Mio EUR. This constitutes the largest ever bilateral EU grant support programme in favour of the Kyrgyz Republic and the Education Sector in particular. The EU support will be aimed at the improvement of the sector-wide performance and progress towards a more inclusive and efficient education system.

    Last word not spoken on controversial reform of Russian Academy of Sciences

    The Russian State Duma will consider the bill on a reform of the Russian Academy of Sciences (RAS) in a third reading scheduled for autumn 2013. On 5 July the lower house of the Russian parliament passed the bill to reform the Russian Academy of Sciences, with 344 deputies out of 450 supporting the document in its second reading.

    Reform of Russian Academy of Sciences under debate

    A month after the election of Vladimir Fortov as president of the Russian Academy of Sciences (RAS), Russsia's science minister Dmitry Livanov announced a draft law that would merge RAS with two other science academies, strip it of control of its real estate holdings, and abolish the distinction between full-fledged academicians and scientists of a lower rank. The science ministry has asked Russia's parliament to fast-track debate on the law.

    2nd Meeting of the EU-Ukraine Joint S&T Cooperation Committee (JSTCC)

    The second meeting of the EU-Ukraine JSTCC established under the bilateral S&T Agreement took place in Kiev on 24 May at the State Agency on Science, Innovation and Informatization (SASII). The JSTCC proposed strengthening the cooperation through leveraging it in the broader regional context of the Eastern Partnership and giving more emphasis to the innovation dimension, and the need for an increased interaction with industry.

    Moldova is awarded prize for outstanding achievements in the field of European Integration

    On June 19, 2013,  a ceremony was held at the European Parliament building in Brussels on the occasion of granting the 2012 Awards of the International Fund for Cooperation and Partnership of the Black Sea and the Caspian Sea (BSCSIF). At a gala dinner the awards were granted to high-ranking officials from EU Institutions, and to BSCSIF member countries, which have distinguished themselves, according to international appraisals, by outstanding achievements in the areas currently important for the EU and extended Black Sea – Caspian Sea region.

    Russian and Dutch research centres agree upon establishing persistent high-bandwidth connectivity

    The Skolkovo Institute of Science and Technology and SURFnet, one of the leading research network operators in the world, based in the Netherlands, signed a Letter of Intent to establish a persistent high-speed connection between the research centres. The network will link Skoltech in Russia to NetherLight in Amsterdam and is intended to support highly data-intensive collaboration projects between Dutch and Russian scientists and academics.

    G8 Science Ministers and National Science Academies meet in London

    A meeting between the presidents of the G8 national academies and the science ministers took place at the Royal Society in London on 12 June 2013. Its purpose was to discuss those global challenges that demand a scientific response. The meeting was part of the preparation process for the G8 Summit that will take place in Lough Erne on 17 – 18 June.     European Commission adopts an EU-wide strategy on Green Infrastructure

    The European Commission has adopted a new strategy for encouraging the use of green infrastructure, and for ensuring that the enhancement of natural processes becomes a systematic part of spatial planning. Green Infrastructure is a tried and tested tool that uses nature to provide ecological, economic and social benefits. By the end of 2017, the Commission will review progress on developing Green Infrastructure and publish a report on the lessons learnt together with recommendations for future action.

    New EU Strategy on Adoption for Climate Change

    On 16 April 2013 the European Commission presented a package to advance action on adaptation to climate change: firstly, the EU strategy on adaptation to climate change sets out a framework and mechanisms for taking the EU's preparedness for current and future climate impacts to a new level; in a related measure, the Commission adopted a Green Paper on insurance in the context of natural and man-made disasters.     New publication: 'Research and Innovation in support of the European Neighbourhood Policy'

    The booklet presents a selection of FP7 projects – among them many involving partners from the Eastern Partnership countries –, which directly contribute to the development of a Common Knowledge and Innovation Space (CKIS).     As FP7 will finish at the end of this year, most of the European Research Council (ERC) calls for proposals are now closed. The next ERC calls will be made under ‘Horizon 2020’, which will take over from FP7 for 2014 to 2020. As is normally the case during the transition from one framework programme to another, the schedule for the next ERC calls (and ERC Work Programme) is very likely to differ from previous years.     New BILAT web portal will promote funding opportunities in Russia and Ukraine

    The new web portal serves a a single access point for 14 current bilateral STI cooperation projects funded by the EU. In addition to information about the projects, including BILAT-RUS-Advanced and BILAT-UKR*AINA, the new portal offers a database on funding opportunities in Third Countries worldwide that are also open to European researchers.     Scoreboard shows EU more innovative, but gap between countries widening

    Innovation performance in the EU has improved year on year in spite of the continuing economic crisis, but the innovation divide between Member States is widening. This is the result of the European Commission Innovation Union Scoreboard 2013, a ranking of EU Member States. While the most innovative countries have further improved their performance, others have shown a lack of progress. The overall ranking within the EU remains relatively stable, with Sweden at the top, followed by Germany, Denmark and Finland. Estonia, Lithuania and Latvia are the countries that have most improved since last year.

    New EU Neighbourhood Info Centre 'Funding Handbook' – also available in Russian

    A handbook on 'European Union Funding for the Neighbourhood and Russia', compiled by the EU Neighbourhood Info Centre and available in English, French, Arabic and Russian, has been released on 6 March 2013. The latest of the Info Centre’s series of handbooks contains the funding instruments, how EU Delegations deliver cooperation, the Thematic Instruments, How Funds are Allocated, Grants and Contracts, Budget Support and Cross Border Cooperation.

    Overview of EU-Russia R&D and Innovation Cooperation

    A foresight exercise conducted by the EU funded ERA.Net RUS Project prepared structural and thematic scenarios for R&D and innovation cooperation between EU Member States/ Associated Countries and Russia. The term structural scenario refers to institutional solutions and instruments (e.g. funding programmes) for the cooperation, whereas the term thematic scenario refers to relevant thematic priorities for the cooperation. The foresight and the resulting scenarios are meant to provide a basis for a sustainable joint funding programme between EU MS/AC and Russia. The related document was recently published.

    'eTwinning Plus' virtual classroom network starts in Armenia, Azerbaijan, Georgia, Moldova and Ukraine

    Inter-cultural competence, language and networking skills are prerequisites for successful international science cooperation. And you can't start early enough. The European Commission’s 'eTwinning' network, which has encouraged 100 000 schools in 33 European countries to talk to each other via the internet, has now been extended to schools in Armenia, Azerbaijan, Georgia, Moldova and Ukraine.

    Russia kicks off plans for world-class universities

    The Russian government has started implementing its ambitious plans to boost the country’s leading universities' performance in the international arena. According to Igor Fedyukin, the deputy minister of education, this year 15 universities will receive special state grants and at the initial stage the subsidies will be worth RUB9 billion (US$270 million).

    German-Russian cooperation aims to improve the production of high-performance optics

    Optics made of silicon carbide will soon take over the tasks of mirrors made of metal and glass ceramic in lasers used for material processing, semiconductor or measurement technology and in space satellites. However, the processing of the optical element is still very time consuming and expensive. The Russian-German research project 'Ceramics4Optics' therefore aims to develop new ceramic composites and suitable manufacturing processes that can produce faster, cheaper and better high-precision optics.

    Access to finance in the agricultural sectors of Eastern Europe and Central Asia

    Russia, Ukraine and Kazakhstan are among the world’s major wheat exporters. Their agricultural output can make a considerable contribution to domestic economic development and global food security. The RUK countries, however, will only be able to fully exploit the potential for increasing yields with adequate access to finance in the agricultural sector. An agricultural-policy expert panel at the Global Forum for Food and Agriculture on 18 January 2013 provided a platform for high-profile participants from politics, academia and business to discuss funding options for various farming structures in Eastern European and Central Asian countries.

    Policy Mix Review Report for Kazakhstan

    The present Peer Review exercise regarding the Science and Technology Policy Mix of Kazakhstan was part of the FP7 Coordination and Support Action IncoNet EECA (S&T International Cooperation Network for Eastern European and Central Asian Countries). In particular, the exercise was launched following a letter from Minister Asset Issekeshev expressing his interest to include Kazakhstan in the pilot action on Science and Technology (S&T) Policy Mix Peer Review of Research Systems to be carried out in the context of IncoNet EECA.     First Environmental Performance Review of Turkmenistan

    Soil salinity, waterlogging, land degradation and biodiversity loss are the top environmental challenges for the country, according to the report by the United Nations Economic Commission for Europe (UNECE). The international review team included experts from Bulgaria, the Czech Republic, Estonia, Germany, Kazakhstan, Portugal, the Russian Federation, Slovakia, Switzerland and Ukraine, together with experts from the secretariat of the UNECE. The Review concluded with a set of 67 recommendations to the country, which were approved by the UNECE Committee on Environmental Policy.

    The European Commission's new digital priorities for 2013-2014

    In December the European Commission adopted seven new priorities for the digital economy and society. The digital economy is growing at seven times the rate of the rest of the economy, but this potential is currently held back by a patchy pan-European policy framework. The new priorities follow a comprehensive policy review and place new emphasis on the most transformative elements of the original 2010 Digital Agenda for Europe.

    EU-EECA Cooperation 'From Dialogue to Joint Programmes' – Conference Conclusions

    The EU sponsored Science and Technology cooperation with Russia, the countries of the Eastern Partnership and Central Asia is looking back on a splendid track record. In order to develop perspectives for a future cooperation, the German Federal Ministry of Education and Research (BMBF) invited to an international conference, which took place in Bonn on 10 and 11 of October 2012.     2014 will be the EU-Russia Year of Science, Technology and Innovation

    This was announed at the EU-Russia summit in Brussels on 21 December 2012. It reflects the importance of research cooperation between the EU and Russia: The Russian Federation has been by far the most important third country partner in the seventh research framework programme. The EU-Russia Year of Science will feature a series of high-level EU-Russia conferences in several areas of the next framework programme, Horizon 2020.
