    Scientific Community of the Republic of Moldova joins the European Research Area

    On 1 January, the Republic of Moldova became the first country in the Eastern Partnership and the second in the European Neighborhood Policy associated to the Seventh Framework Programme  (FP7). On this occasion, on January 27, the Academy of Sciences of Moldova organised an official launching event to mark Moldova’s association to FP7, a status that will offer new opportinities to cooperate and compete as an equal partner in all calls announced within FP7, to become a part of the European network of scientists and to benefit from Europe's scientific potential in solving national problems.

    UCAB signs agreement with IAMO at International Green Week in Germany

    In the framework of the International Green Week (Berlin, Germany), the Association «Ukrainian Agribusiness Club» (UCAB) together with the Ukrainian Embassy in Germany and the Eastern Committee on Economic Relations organised an Evening on Ukrainian Agribusiness. The reception, in which the Ukrainian Minister of Agrarian Policy and Food, Mykola Prysiazhnyuk, participated, was held on January 20, at the Ukrainian Embassy in Berlin.

    New document: 'Russia - Modernisation through Innovation and Research'

    Titled "Russland – Modernisierung durch Innovation und Forschung" (Russia – Modernisation through Innovation and Research) a comprehensive document, jointly compiled by the International Bureau of the German Federal Ministry for Education and Research and the VDI Technology Center, provides interested parties with an overview of the current research and innovation policy trends in Russia. It highlights a wide range of aspects concerning R&D cooperation between Russia and the EU, with a focus on German-Russian relations. The documents contains articles in German and in English language, depending on their respective source.

    BP, Skolkovo Foundation, Boreskov Institute and Imperial College London to work together on Energy Efficiency Research Programme

    BP Russia and the Skolkovo Foundation announced an agreement to set up a major research collaboration with Russia’s Boreskov Institute of Catalysis (Novosibirsk) and Imperial College London. The parties will now work together to define a three to five year GBP 9.3 million energy efficiency research programme which will be co-funded by BP Russia and the Skolkovo Foundation.

    The EU's role in the South Caucasus – a report by the European Policy Centre

    Center for Development Research publishes guidelines ‘Follow the Innovation: Participatory Testing and Adaptation of Agricultural Innovations in Uzbekistan’

    The Center for Development Research (ZEF) at the University of Bonn recently published the document ‘Follow the Innovation: Participatory Testing and Adaptation of Agricultural Innovations in Uzbekistan’. With these guidelines, ZEF wants to share its experience with a participatory research approach to the development and implementation of innovations, which was gathered within the interdisciplinary project “Economic and ecological restructuring of land and water in the region Khorezm (Uzbekistan)”. The project was funded by the German Federal Ministry of Education and Research and implemented in collaboration with local partners.

    CIS states sign Free Trade Zone agreement

    On 18 October the heads of government of the CIS member states signed a new agreement on a Free Trade Zone. The document is meant to enhance the economic integration and cooperation of the CIS member states, boost the trade and ramp up efforts to establish a common economic space in the CIS. It replaces about a hundred multi- and bi-lateral agreements dating back to the 1990s, when a previous atempt on a common agreement failed as it was never fully ratified.

    Russian, German, French and Dutch leaders launch Nord Stream gas pipeline

    On November 8, Russian President Dmitry Medvedev and German Chancellor Angela Merkel launched the Nord Stream gas pipeline, starting delivery of Russian natural gas to Germany bypassing existing transit countries. The ceremony to open the symbolic white tap of the gas pipeline in the town of Lubmin in northern Germany was also attended by Dutch Prime Minister Mark Rutte and French Prime Minister Francois Fillon.

    European Commission publishes new brochure on INCO-NET projects

    Conclusions of the Policy Stakeholders' Conference in Astana 2011 now available

    After the successful Policy Stakeholders' Conferences in Athens and Moscow, the third event of this kind brought together high ranking experts and S&T policy makers in Astana in May 2011 upon invitation of the Kazakh Ministry of Industry and New Technologies.     Russian government calls for the development of mega-science projects

    Prime Minister Vladimir Putin visited Dubna on July 5 to hold a session of the Government Commission on High Technologies and Innovation at the Joint Institute for Nuclear Research (JINR). During the session of the Government Commission the Prime Minister emphasized the fact that mega-science projects are not only about the prestige of a nation. They help focus resources on priority areas, and to make breakthroughs first in fundamental science and then in technology.

    EU Education Programme awards scholarships to Tajik students

    The European Union has completed the evaluation of the latest round of the Erasmus Mundus programme. This programme offers scholarships to students and scholars from around the world to study at European Universities. 87 Tajik students and scholars have been successful in evaluation process. Last year a similar number of Tajik students and scholars were selected. This demonstrates that Tajik students and institutions of Higher Education are now well familiar with the application procedures and are becoming active participants in this EU education programme.

    First European Union Centre opened in Siberia

    On 4 July 2011 the Tomsk State University hosted an opening ceremony of the European Union Centre in Siberia (EUCES).     Agreement between Belarus and Italy on cooperation in science and technology signed

    Belarus and Italy have signed an inter-governmental agreement on cooperation in science and technology. Upon the results of bi-lateral meeting in June 2011 in Trieste, Italy during the CEI ministerial meeting, the heads of the ministries of external affairs of Belarus and Italy Mr Sergey Martunov and Mr Franko Frattini finalized negotiations on this document which lasted for quite long time.

    The 7th Framework Programme for Research and Development of the EU supports new multilateral scientific projects with both European and Ukrainian partners.     New research program on dryland agriculture

    The CGIAR Fund Council has approved provisionally CGIAR Research Program 1.1 (CRP1.1), Integrated agricultural production systems for the poor and vulnerable in dry areas. The new program, led by ICARDA, involves some 40 national and international partners, with many more expected to join during the implementation phase. This is probably the first agricultural research program of its size and scope to take a systems approach to solving rural development problems.

    New European funding initiative to spur innovation

    The European Research Council (ERC) today launches a new funding initiative, the “Proof of Concept”, that will contribute to stimulating innovation. Funding of up to EUR 150 000 per grant is made available to researchers already holding ERC grants to bridge the gap between their research and the earliest stage of a marketable innovation. By supporting outstanding research projects at the frontiers of knowledge, the ERC - the newest component of the 7th Research Framework Programme - already feeds into the EU’s Innovation Union. This targeted new initiative will capture the maximum value from frontier research by getting good ideas to market.

    Scientists from Belarus grow first synthetic red emerald

    Scientists at the Scientific and Practical Center of the National Academy of Sciences of the Republic of Belarus have for the first time grown a synthetic emerald of red colour, according to the Head of the Physics of High Conductivity Materials Laboratory, Vladimir Merkulov. In nature this gem is very rare, being only mined in the USA. According to experts natural emeralds will vanish sooner than - for instance - crude oil.

    New medical genetics project to support Armenia's integration into the European Research Area

    Integration of the South Caucasus countries into ERA is one of the priorities of EU's European Neighbourhood Policy. This is the objective of ERAWIDE initiative aimed at reinforcing the cooperation capacity of a prominent R&D centre in these countries by providing the possibilities to improve its research activities within the thematic priorities of FP7.     Strengthening EU access to Russian national funding programmes

    ACCESSRU is one of 11 Access4.EU projects that examine the accessibility of third country RTDI programmes for EU researchers. As the EU's Research Framework Programme is generally open to third countries, in turn, the EU's agreements on S&T cooperation with these countries require them to open their national programmes to EU researchers.     Belarus: new head of Belarus Academy of Sciences and new Minister of Education appointed

    On 29 December 2010 Prof. Anatoly Rusetsky was appointed a Chairman of the Presidium of the National Academy of Sciences of Belarus. The previous leader of the NAS, Mikhail Myasnikovich has been appointed the Prime-Minister of Belarus. On the same day Prof. Sergey Maskevich was appointed the Minister of Education of the Republic of Belarus. He has replaced Prof. Alexander Radkov who was appointed the Deputy Head of the President’s Administration.

    Upcoming project to research rehabilitation of radioactive contaminated soils

    The Chernobyl accident in 1986resulted in the radioactive contamination of a considerable amount of agricultural lands in Belarus, Russia, Ukraine and some European countries. An upcoming project aims at preparing and producing a pilot lot of amendments on the basis of natural raw material and industrial waste to carry out field experiments on the rehabilitation of radioactive contaminated soils in Belarus with use of the given sorbents. The realization of this project is meant to create a scientific basis for remediation of contaminated soils and economic revival of contaminated territories.

    OpenAIRE opens access to EU scientific results

    EU researchers, businesses and citizens can have free and open access to EU-funded research papers thanks to OpenAIRE (Open Access Infrastructure for Research in Europe), which the European Commission launched on 2 December 2010, at the University of Ghent in Belgium. OpenAIRE will provide a network of open repositories providing free online access to knowledge produced by scientists receiving grants from the Seventh Framework programme (FP7) and European Research Council (ERC), especially in the fields of health, energy, environment, parts of ICT and research infrastructures, social sciences, humanities and science in society.

    UNESCO to assist Azerbaijan in designing ‘road map’ for a national STI strategy

    The President of the Azerbaijan Academy of Sciences, Mahmud Karimov, and the Assistant Director-General for Natural Sciences, Gretchen Kalonji, are due to sign an agreement on 24 November establishing a project through which UNESCO will assist the Government of Azerbaijan and the Azerbaijan National Academy of Sciences in designing a ‘road map’ for the formulation of the Azerbaijan Science, Technology and Innovation Strategy.

    Presidents of Belarus and Lithuania hold talks on cooperation

    The "Innovation Union" – turning ideas into jobs, green growth and social progress

    The European Commission's "Innovation Union", tabled 6 October 2010, sets out a strategic approach to innovation, driven by the highest political level. The Innovation Union will focus Europe's efforts – and co-operation with third countries - on challenges like climate change, energy and food security, health and an ageing population. It will use public sector intervention to stimulate the private sector and to remove bottlenecks which stop ideas reaching the market. These include lack of finance, fragmented research systems and markets, under-use of public procurement for innovation and slow standard setting.

    10 million euros for Moldova water project

    Some 200,000 people in Moldova stand to benefit from a project to improve water supply and sanitation, co-financed through a €10 million loan from the European Investment Bank (EIB), as well as additional funds from the EU’s Neighbourhood Investment Facility (NIF) and the EBRD. The projectwill help rehabilitate and extend water supply and sanitation systems in six towns and neighbouring villages of Moldova.

    Russia reported to pull out of CIS scientific-technological program

    As the Russian news agency RIA Novosti reports, Russia will withdraw from the International Scientific-Technical Center (ISTC) agreement, according to a Russian presidential order published on 16 August 2010. President Dmitry Medvedev issued the order to terminate the ISTC agreement on August 11. The agreement will become null and void for Russia six months after all the remaining members have been informed of the decision.

    A previously unknown minor planet with a four-year rotation period around the Sun was discovered by Uzbek astronomers in 2007 and officially included in the International Minor Planet Catalog under the number 210271. The planet has been given the name Samarkand.

    Key investment projects in the European Neighbourhood get a €85 million boost

    On 2nd July the European Commission decided to grant an additional €85 million to the Neighbourhood Investment Facility (NIF) for 2010. This will allow neighbouring partner countries to leverage increased funding for major investment projects in key areas such as energy, transport and environment, as well as in the social sector (for projects such as construction of schools and hospitals). Private sector development will also be encouraged, targeting especially Small and Medium Enterprises (SMEs).

    Attracting leading scientists to Russian universities

    On April 9th, 2010, Russian Prime Minister Vladimir Putin signed decree No. 220, "Measures to Attract Leading Scientists to Russian Educational Institutions", through which 3 billion rubles have been approved from the federal budget in 2010, with an additional 5 billion rubles allocated in 2011, and another 4 billion rubles in 2012.

    EU-Commission publishes Communication on simplification of the implementation of the Research Framework Programme

    The overall aim of the presented simplification methods is to reduce administrative burdens in the participation in EU-funded research projects as well as to increase transparency of the complex processes of calls for proposals and funding rules. This is supposed to not only make it possible for scientists to fully concentrate on their research projects, but also to increase the participation rate of SMEs, which is still very low.

    IncoNet CA/SC, an EU project with Central Asian and South Caucasus Countries was officially launched during a kick-off meeting in Istanbul/ Turkey on 29th-30th April 2010. The project is coordinated by the International Centre for Black Sea Studies (ICBSS, Greece) and funded under the 7th Research Framework Programme of the European Community. 28 partner organisations from 14 countries take part in the project.
