Strategy for Information Society Development in Belarus until 2015 approved

By its Regulation of 9 August No 1174, the Government of the Republic of Belarus has approved a Strategy for Information Society Development until 2015.

In the document, the aim, tasks, conditions and priority areas, as well as the mechanisms of implementation and expected results are defined.

The main tasks set up in the Strategy are the following:

  • Development of the state policy in the area of information which will promote developing of the innovation-based information society;
  • Development of the information infrastructure which will be able to satisfy the growing demands in the information by the citizens, business and the state;
  • Development of the national information industry and attracting investments in production of information technologies, resources and e-services;
  • Improvement of education to provide the developing of the human potential;
  • Developing a system of information security to secure Belarus national interests in the global information space, as well as the legal and safe using of information technologies in all the areas of social life.

The priority areas of the information society development, according to the Strategy, are as follows:

  • national information and communication infrastructure,
  • e-government,
  • e-health,
  • e-learning,
  • e-employment and social protection of the population,
  • e-economy,
  • mass communication system and e-content.

It’s foreseen that by 2012 the core elements of the public system of e-services for citizens will be set up based on the results of the national industry activities. One of the main indices to measure the Strategy success will be an improvement of the country’s position in the ratings by International Telecommunication Union and United Nations and getting in top-30.
